ABUJA, Nigeria, February 22, 2024/ — The African Medical Centre of Excellence, Abuja (AMCE Abuja), a quaternary-level multi-speciality medical institution developed by the African Export-Import Bank (Afreximbank) (www.Afreximbank.com) and King’s College Hospital, London, concluded its highly anticipated African Health Forum 2024 in Abuja, Nigeria, marking a significant milestone in advancing healthcare collaboration and innovation across the continent.

The forum brought together esteemed industry leaders, healthcare professionals, and stakeholders from across Africa and beyond to discuss critical issues facing the healthcare sector and to explore avenues for collaboration and progress.

The opening segment featured Prof. Benedict Oramah, President and Chairman of Afreximbank, who provided valuable insights into the historical journey and mission of the AMCE. Furthermore, the event saw the MoU signing between Afreximbank and the Federal Ministry of Health and Social Welfare to support the development of Nigeria’s healthcare sector under the Presidential Initiative for Unlocking Healthcare Value Chains (PVAC). Through a USD$1 billion Healthcare Value Chain Programme, the partnership will seek to support the establishment of world-class medical and health facilities and increase domestic manufacturing of essential pharmaceuticals, diagnostics, vaccines, biologics and medical consumables. It will also reduce outbound medical tourism by elevating the quality and accessibility of healthcare services within Nigeria, promoting employment, fostering a culture of locally driven research & development, and attracting investments into Nigeria’s healthcare value chain.

Throughout the day, attendees were treated to engaging presentations and discussions on various topics affecting healthcare delivery on the continent, including the vision and mission of AMCE, clinical overviews, strategies to reduce healthcare worker tourism, and the power of collaboration in healthcare.

The forum also featured cultural performances and networking opportunities, fostering a vibrant atmosphere of exchange and collaboration among participants.

Pity Ethiopia. Once the seat of a great empire, war, corruption and mismanagement fractured the country, and Eritrea’s 1993 independence cut Ethiopia off from the sea, making the country the world’s most populous landlocked state. Initially, it did not matter. Ethiopia and Eritrea’s rulers were allies against the Derg. Ethiopia did not need a port, as Eritrea allowed hundreds of Ethiopian trucks to transit its territory daily to the ports of Assab and Massawa. Peace did not last. Rivalries flared and, in 1998, war erupted ostensibly over the isolated border town of Badme, and a few tracts of barren mountains and scrubland, none of which had significant economic resources. This led one famous observer to characterize the conflict as “two bald men fighting over a comb.”

In 2019, Ethiopian Prime Minister Abiy Ahmed won the Nobel Peace Prize for his willingness to accept arbitration awarding Badme to Eritrea. In reality, the supposed peace was a devil’s bargain. Abiy and Eritrean dictator Isaias Afwerki sought a truce only so they could settle scores with Ethiopia’s Tigray, rivals to them both. In public, Abiy railed against Ethiopia’s ethnic federalism, oblivious to the fact that an embrace of military unilateralism rather than proper constitutional reform would create a self-fulfilling prophecy of separatism and ethnic grievance that will hobble Ethiopia for generations to come. Ethiopia today surpasses Pakistan and Nigeria as the country most at risk of a Yugoslavia-like disintegration .Like Iraqi President Saddam Hussein, Russian President Vladimir Putin, Venezuelan strongman Nicolas Maduro, and Azerbaijani President Ilham Aliyev, Abiy today follows the dictator’s playbook to sabre-rattle as a substitute for competent economic stewardship.

The world cannot complain Abiy gave them no warnings. The problem was never commercial outlets to the sea. Ethiopia has corridors through both Djibouti and Somaliland. Abiy, however, wanted more. In 2018, he declared he would reconstitute a navy, a move that required a permanent Ethiopian port. For a time, Abiy considered seizing Zayla (Seylac), a small Somaliland port just 27 miles south of the Djibouti border that Russia too once reportedly sought to lease. Last year, it appeared Abiy might instead move against Eritrea to gain sea access.

It was against this context that Abiy and Somaliland President Muse Bihi surprised the world by announcing a January 1, 2024 Memorandum of Understanding to trade a long-term Ethiopian lease for a Somaliland port for Ethiopian recognition of Somaliland’s independence Africans, Europeans (especially the United Kingdom), and many Arab states applauded. They each have growing ties with Somaliland. Once independent, Somaliland is a bastion of stability, democracy, and moderation in a troubled region. While Somalia irredentists in Mogadishu blustered, few beyond the State Department’s Africa Bureau paid them much heed.

The State Department, however, blindly opposes the Ethiopian-Somaliland memorandum. There are two reasons. First, Ethiopia’s navy might complicate the operational environment at a time of crisis in the Bab el-Mandeb. Frankly, such concern is justified given both Abiy’s erraticism and his tendency to pick fights with Egypt. Second, the State Department opposes any erosion of Somalia’s territorial integrity. This is silly, though. Somaliland has been separate from Somalia longer than it was part of it. When part of greater Somalia, Mogadishu launched a genocidal campaign against Somaliland’s Isaaq clan. There is no circumstance foreseeable where Isaaqs subordinate themselves to the entities that sought their deaths.

Somaliland authorities are not Pollyannaish toward Ethiopia, but feel they have no choice. The State Department talks about dialogue but fails to demand Mogadishu live up to negotiated agreements with Hargeisa. When, at US urging, Mogadishu reclaimed authority over Somaliland’s airspace, its first action was to try to strangle Somaliland. With the United States figuratively shipping rope to Somalia that Mogadishu turns into a noose, it should not surprise that Somaliland would cut a deal with Abiy, whatever the risks.

It is time for Washington to end a three-decade record of failure and embrace a holistic approach. Recognize Somaliland as Ethiopia, the United Kingdom and Saudi Arabia may soon do, giving Somaliland the rights of a sovereign state so it need not lease Ethiopia a port. Reward Somaliland’s success and top subsidizing Somalia’s failure.

US calls for dialogue amid rising Horn tensions, advocates reconciliation in Amhara and Oromia regions

Addis Abeba – During an online briefing yesterday, U.S. Assistant Secretary of State for African Affairs Molly Phee, alongside Horn of Africa Special Envoy Mike Hammer, urged Ethiopian and Somali leaders to address their tensions through dialogue.

Assistant Secretary Phee stressed that the question of Somaliland’s status “ought to be settled by the people of Somalia,” encompassing those in Somaliland, and not by “external actors.”

While recognizing Ethiopia’s “valid concern” regarding port access through Somalia, Phee further urged “respect for Somalia’s sovereignty.

She stated that such issues should be resolved cooperatively with the federal government of Somalia and neighboring countries. “Resolving the issue through regional talks could also be part of a regional approach that is based on cooperation and regional economic and security integration,” she suggested.

The assistant secretary announced that she had been in Addis Abeba and Mogadishu and discussed with the leaders of the two countries, trying to help them communicate better.

The signing of the memorandum of Understanding (MoU) on 01 January 2024, granting Ethiopia access to the sea has escalated tensions in neighboring Somalia, which argued that the MoU “violates its sovereignty and territorial integrity.”

Phee further emphasized that “the region cannot afford more conflict” and stressed that the tension created following the MoU signed by Ethiopia and Somaliland should be de-escalated.

During the briefing, Mike Hammer, Horn of Africa Special Envoy, updated on the implementation of the Pretoria Peace Agreement, noting progress as well as outstanding priorities for the deal’s success.

“We expressed U.S. support for the full implementation of the Pretoria Cessation of Hostilities Agreement (COHA),” said Hammer.

While noting positive momentum with disarmament plans, the special envoy also highlighted issues requiring further action, “We remain concerned by the lingering presence of Eritrean troops on Ethiopian territory. It is also urgent that internally displaced people who have suffered so much be able to return to their homes,” said Hammer.

Yesterday, Mike Hammer and Ervin Massinga, US Ambassador to Ethiopia, held a discussion in Tigray’s capital, Mekelle, with Getachew Reda, the president of the interim administration, and other senior regional leaders.

According to Tigray Television, the discussion included the return of displaced individuals, the restoration of constitutional norms pre-dating the war, the rehabilitation of ex-combatants, and addressing the humanitarian crisis in the region.

The special envoy also announced a $15 million U.S. commitment for the launch of crucial post-conflict disarmament, demobilization, and reintegration (DDR) programs.

Earlier this week, the Ethiopian Human Rights Commission (EHRC) released a 40-page report highlighting persisting challenges present in the Tigray region following the Pretoria Cessation of Hostilities Agreement (CoHA) signed in November 2022.

The report noted that the full recovery and operationalization of basic services in sectors such as education and health and the full functionality of the law enforcement sector are still significant challenges.

During the briefing, assistant secretary Phee and Horn of Africa Special Envoy Mike Hammer also discussed the security issues in the Amhara and Oromia regions. Phee stressed U.S. concerns about civilian impacts from clashes between security forces and armed groups in the two regions.

“We have expressed concern publicly and privately about the conduct of security services in responding to insurgent and criminal attacks. We know that that’s a complicated security challenge, but more must be done to respect the rights of civilians,” she said.

The U.S. officials also signaled a willingness to help facilitate reconciliation talks if there is genuine political will from the parties involved.

“We appreciate that the Government of Ethiopia has expressed openness to dialogue, and we are ready to help,” noted Hammer. “There is no military solution to these conflicts.”
