PRESS RELEASE
East Africa Sets Sights on Becoming an Liquefied Petroleum Gas (LPG) Hub
The Invest in African Energy forum will explore financing and development opportunities in LPG storage and distribution across East Africa, as the region seeks to bolster clean cooking access

PARIS, France, March 13, 2024/ — With more than 900 million Africans using biomass fuel and kerosene for cooking, liquefied petroleum gas (LPG) has emerged as a highly attractive and viable clean cooking solution. While still a fossil fuel, LPG burns more efficiently and produces fewer carbon emissions than wood, charcoal or kerosene. The fuel is both easy to store and transport, as well as able to meet Africa’s clean cooking needs reliably and to scale.

East Africa is one region embracing this solution, with several governments adopting policy measures aimed at scaling the use of LPG and increasing its accessibility and affordability. The role of LPG in meeting regional energy demand will be a key focus of the upcoming Invest in African Energy (IAE) forum in Paris, set to showcase opportunities in driving LPG uptake across East Africa; expanding the current distribution network, particularly in rural areas; and developing new financing schemes to offset high upfront costs for LPG equipment.

Organised by Energy Capital & Power, IAE 2024 (https://apo-opa.co/3UMOOtQ) is an exclusive forum designed to facilitate investment between African energy markets and global investors. Taking place May 14-15, 2024 in Paris, the event offers delegates two days of intensive engagement with industry experts, project developers, investors and policymakers. For more information, please visit www.Invest-Africa-Energy.com. To sponsor or participate as a delegate, please contact sales@energycapitalpower.com.

As a key demand growth market, Kenya is seeking to overhaul its LPG sector, with the government implementing reforms to eliminate taxes on locally manufactured cylinders and LPG products, as well as expand pipe infrastructure for the delivery of cooking gas to households. Last December, Tanzanian LPG distributor Taifa Gas launched construction of a $130-million, 30,000-metric-tonne LPG storage facility at the Dongo Kundu Special Economic Zone in Mombasa. As Kenya’s import capacity is expected to surpass its domestic consumption, the country could become a regional import hub, as it continues to diversify its LPG supplies and bring new storage capacity online.

Neighboring Tanzania has also emerged as a regional leader in LPG distribution, owing to its strategic location on the Indian Ocean and flagship Kigamboni LPG Terminal, which imports LPG from the Middle East and delivers it by truck to the wider region. Last November, the country launched its first compressed natural gas filling station and conversion center in Dar es Salaam, developed by TAQA Dalbit – a joint venture between TAQA Arabia and JCG Oil & Gas. Meanwhile, Taifa Gas – in partnership with Zambia’s Delta Marimba – is constructing a $100-million LPG facility in northern Zambia to generate clean cooking gas and supply 100 MW to Zambia’s grids.

Seeking to reduce costly imports, Uganda’s Ministry of Energy and Mineral Development recently announced plans to start domestic production of LPG by 2025. The country is currently developing an LPG facility in Buliisa District and aims to process associated gas from upcoming oil production into LPG. Uganda’s Tilenga and Kingfisher oil fields – currently under development – are expected to produce 80 metric tonnes and 20 metric tonnes of LPG, respectively, while the country only consumes around 20 metric tonnes annually. As a result, Uganda is targeting LPG exports to the East African region. Last January, Uganda issued a five-year license to China National Offshore Oil Corporation – operator of the Kingfisher field – to construct an LPG facility near the Lake Albert Development.

With more developments underway – including the launch of construction of LPG storage facilities in Kigali – the East African region shows no signs of slowing down its LPG expansion plans. With major unmet demand for clean cooking access, the sub-sector represents a critical opportunity for global investors and partners to participate in driving distribution, transport and storage capacities across the region.

LAGOS, Nigeria, March 14, 2024/ — Africa Finance Corporation (AFC) (www.AfricaFC.org), the continent’s leading instrumental infrastructure solutions provider, has joined forces with Ecobank Nigeria and Soto Gallery to host the +234Art Fair, a 10-day international exhibition intended as a springboard to promote Africa’s art and its artists.

The exhibition will display more than a thousand works of art from emerging and “un-galleried” artists starting Friday 22nd March at the Ecobank Pan African Centre (EPAC) on 270 Ozumba Mbadiwe Avenue, Victoria Island, Lagos.

Announcing the partnership in Lagos, Samaila Zubairu, President & CEO of Africa Finance Corporation, said: “The +234Art Fair aligns with AFC’s advocacy strategy of empowering and elevating Africa’s youthful population, thereby fostering job creation, skills development, value retention and rapid economic growth. We are proud to collaborate with Ecobank to help drive Africa’s creative industry forward by creating a catalyst for promoting African art and artists locally and on the global stage.”

Commenting, Bolaji Lawal, Managing Director and Regional Executive, Ecobank Nigeria said: “Our shared objective as the pan-African Bank is to project Africa’s creatives, including visual artists, by highlighting and developing talent, and providing a platform and opportunities for artists to showcase their works locally and globally. All arrangements are in place to make the fair exciting and fulfilling for both the ‘un-galleried’ artists and art enthusiasts across the world. We are so impressed with the interest and enthusiasm generated among young and emerging artists.”

Curated by Soto Gallery, one of Africa’s foremost art collections, the collaborative approach by Ecobank and AFC sets out to catalyze the creative sector by enabling emerging artists to achieve recognition and livelihoods, contributing to economic growth through art sales locally and internationally. Alongside showcasing artwork, +234Art Fair will focus on enhancing the creative skills of participating artists through workshops with established local and international artists. A series of discussions between artists, collectors, gallerists, and exhibition visitors will impart critical knowledge of the global art world.

The exhibition’s title ‘+234Art’ combines Nigeria’s country dialing code with the concept of art to signpost a thorough exposition of what regional art looks like today, and how it interacts with the larger art community across the continent and beyond.

The thematic direction for the maiden exhibition – ‘A New Heritage’ – reflects the melting pot of artistic creativity from different strata and states, said Tola Akerele, Founder of the Soto Gallery. “In presenting ‘A New Heritage,’ +234Art Fair seeks to connect Nigerian art from the past to the present, fostering a sense of pride and purpose among emerging artists. The event prompts essential questions: What does it mean to be a Nigerian artist? What heritage underlies our artistic practice? How can we celebrate emerging artists, knowing they will contribute to our artistic heritage and legacy in the future?”

Already, hundreds of works of art have arrived at the 2,000 square meter venue in preparation for the exhibition.

Highlights of the +234Art Fair include:
Diverse art exhibits: Paintings, sculptures, curated photography by Lagos Photo, an international photography festival presented in Nigeria, and compelling art installations – each with price tags to spur an affordable local marketplace.

PRESS RELEASE
Towards a Just and Sustainable Future: African Energy Chamber (AEC) Wins African Environmental, Social and Governance (ESG) Award of the Year
The African Energy Chamber was awarded the African ESG Award of the Year at the Africa Energy Technology Conference in Ghana

JOHANNESBURG, South Africa, March 14, 2024/ — In recognition of its commitment to a just energy transition, the African Energy Chamber (AEC) (www.EnergyChamber.org) has been awarded the African ESG Award of the Year at the Africa Energy Technology Conference – taking place in Ghana this week. Under the theme Africa at the Forefront of Energy Technology and Policy Integration in a Just Energy Transition, the conference aims to accelerate innovation while advocating for sustainable energy solutions. The award is a testament to the AEC’s commitment to this endeavor, celebrating the organization’s efforts to promote an inclusive and modernized energy ecosystem in Africa.

The AEC has long-advocated for sustainable energy solutions in Africa, employing an integrated approach to decarbonize the industry while advancing energy access and economic growth. The organization’s ESG efforts have translated into various initiatives being launched to promote capacity building, connect communities to clean power while improving financing and collaboration in African energy. In South Africa, the AEC kicked off a pilot program in January 2024 to equip Willow Crescent Secondary School with a solar power system. The donation of solar panels ensured 1,700 students have access to power, improving education services and mitigating power outages.

Meanwhile, recognizing the critical role natural gas plays as a clean and affordable energy solution, the AEC continues to promote the development of gas projects across the continent. Through natural gas, Africa stands to accelerate industrialization while advancing the protection the environment and resilience on communities. From promoting an end to gas flaring to facilitating investment in gas projects to collaborating with government, private companies and investors, the AEC continues to make great strides towards unlocking a sustainable energy future for all in Africa.

The AEC is also committed to scaling-up energy security across the continent by unlocking new avenues for financing and strengthening capacity at African energy projects. In January 2024, the organization signed an MoU with the African Petroleum Producers Organization, with the two parties collaborating on improving energy security, driving local content and advancing capacity building. Local content represents a top priority for the organization while training, technical workshops and internship programs represent a key element to the AEC’s ESG efforts.

To promote capacity building in this area, the AEC is hosting a Gas-to-Power Workshop in Cape Town – taking place March 11-15 – in collaboration with the IHRDC. The workshop, tailored for people across diverse backgrounds, provides a comprehensive understanding of the transformative role gas-fired power generation plays in Africa, delving into the high efficiency of power plants and their synergic potential with other segments of the African value chain. The AEC also signed a three-year partnership with Wits Business School’s African Energy Leadership Center. The partnership comprises an internship/fellowship program and the initiation of research projects, all of which are aimed at advancing the growth and development of sustainable energy in Africa.

“The AEC is proud to receive the African ESG of the Year Award at the Africa Energy Technology Conference. As an organization, we remain committed to the environment and to the sustainable development of countries across the continent. We will continue advocating for a just transition in Africa and will defend the continent’s right to an industrialized future,” stated NJ Ayuk, Executive Chairman of the AEC.

The AEC proudly endorsed the Africa Energy Technology Conference, serving as a strategic partner for the event. Organized by the Africa Technology Center in collaboration with Ghana’s Ministry of Energy, the event featured discussions on innovation, green energy, ESG and energy security. The AECs award is a testament to the organization’s efforts to drive sustainable energy solutions in Africa while spearheading gender equality, opportunities for youth, and the energy transition.

PRESS RELEASE
Oil Petroleum Exporting Countries (OPEC) Secretary General to Highlight Future of African Oil Investment Prospects at African Energy Week (AEW) 2024
Taking place from November 4-8 in Cape Town, African Energy Week: Invest in African Energy will feature insights form OPEC’s Secretary General HE Haitham Al Ghais around investment opportunities across Africa’s oil market
Access Multimedia Content

CAPE TOWN, South Africa, March 14, 2024/ — Africa’s burgeoning oil market, accounting for more than 10% of the global oil output, plays a vital role in meeting global energy demand, shaping energy security, and stabilizing the global economy. As the continent expands its oil activities for energy security and economic growth, with a 25% increase in reserves in the past 20 years, cooperation with reliable and well-established partners such as the Oil Petroleum Exporting Countries (OPEC) is crucial to advancing investments and ensuring market stability.

In this regard, OPEC Secretary General HE Haitham Al Ghais will highlight African oil market investment opportunities and discuss Africa’s role in global energy security at the African Energy Week (AEW) 2024, Africa’s leading energy sector event, taking place in Cape Town from November 4-8.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

Boasting the membership of Africa’s largest oil producers and exporters, including Libya, Equatorial Guinea, Algeria, Gabon, the Republic of Congo and Nigeria, OPEC has played a crucial role in the growth of Africa’s entire oil value chain.

OPEC provides technical expertise, drives local content development and provides funding to support oil exploration, production, and monetization across the continent. Through the OPEC-Africa Energy Dialogue, for instance, OPEC enables African countries to navigate underinvestment, climate change and energy transition related challenges while ensuring energy security and GDP growth on the back of optimal exploitation of oil resources. OPEC’s production quotas influence the stability and resilience of African oil markets amidst shifts in global market dynamics.

As demand for energy in Africa is projected to increase by 30% by 2030, OPEC’s cooperation continues to drive market transformation. Recent oil discoveries within OPEC member countries underscore the region’s potential for substantial oil production in the decades ahead, highlighting the cartel’s role in optimizing Africa’s impact on the global energy landscape. Significant discoveries include Eni’s findings in Block C1-205 in the Ivory Coast and Kosmos Energy’s oil discovery in S-5 well in the Rio Muni in Equatorial Guinea in 2023.

As oil activities intensify across the African market – with large-scale project launches across the upstream, midstream and downstream sectors – lucrative opportunities for global investors continue to expand. Notable oil market developments promising high return on investments for global investors within Africa include the development of the vast oil deposits made by Algerian National Oil Company (NOC) Sonatrach since 2020. The NOC announced over 35 oil and gas discoveries between 2020 and 2023 including in the Berkine and Oued Mya basins.

In Libya, efforts by the country to increase production to 2 billion barrels per day by the end of 2024 and various exploration campaigns by Eni, bp, Equinor, Oil India and Repsol represents significant investment opportunities in the OPEC member country. In Congo, Perenco announced the start of production at the Boatou field in July 2023 and is expanding exploration campaigns in-country, enhancing investment prospects across the country’s oil value chain. Vaalco is also advancing the development of resources in Block P in Equatorial Guinea, further opening up the market for new investments.

Furthermore, OPEC’s investment arm, OPEC Fund for International Development, has been instrumental in diversifying Africa’s energy mix towards renewables, directing a significant portion of its financing towards the continent in 2023. AEW: Invest in African Energy will explore how OPEC’s collaboration with Africa promotes market stability and contributes to an inclusive energy transition.

“OPEC has enabled unity among African countries and their global counterparts to advance oil production and monetization for energy security. OPEC’s commitment to the growth of Africa’s oil market will be crucial in advancing the continent’s energy access agenda and in achieving a just and inclusive energy transition,” states NJ Ayuk, Executive Chairman of the African Energy Chamber.

HE Haitham Al Ghais’s participation in AEW: Invest in African Energy 2024 will feature in high-level discussions on investment, energy security, climate change, industrialization, and the role of African oil resources in energy poverty and in shaping energy security across the globe.

Red Sea crisis reduces Ramadan cheer for war-torn Yemen

Taez (Yemen) (AFP) – Months of missile attacks across the Red Sea are casting a shadow over Ramadan in war-torn Yemen, contributing to rising prices as many struggle to afford the holy month’s traditional daily feasts.

In Taez, a city that has been besieged for years by Yemen’s Huthi rebels, father-of-five Amin Ghaleb leaves a grocery store empty-handed after haggling fruitlessly with the shopkeeper.

“I can’t afford to buy anything,” the 50-year-old tells AFP, frowning as he folds his money into his pocket.

It’s a familiar tale in the Arabian Peninsula’s poorest country, already brought to its knees by nine years of war between the Iran-backed Huthis and a Saudi-led coalition

Over the past four months, the Huthis have been harassing shipping in the Red Sea in protest at Israel’s war against Hamas, triggering American and British reprisal strikes.

The conflict in the commercially vital seaway has pushed up the cost of importing goods, exacerbating runaway inflation and raising fears that, after years of economic crisis, food supplies could run out.

“Prices have doubled and goods are priced either in Saudi riyal or the dollar,” said Ghaleb, a government employee who earns about $35 a month.

“How am I supposed to pay rent, electricity, gas, water, food, breakfast, dinner, lunch or clothing for the children?” he asked.

Slow sales

Ramadan, when Muslims break their day-long fasts with large evening meals, usually means brisk business for Yemen’s shops.

But in a Taez market, customers were few and far between. Shopkeepers were standing idly by, displaying vegetables, herbs and grains in straw baskets outside their stores.

“We are being affected by the poor sales,” said Yousif Abduljaleel, a Taez merchant. “Some of our products are spoiling.”

Taez’s residents have suffered shortages of water, food and humanitarian aid since the Huthis blocked all major roads connecting the city with the rest of the country in 2015.

Concern is now spreading among its inhabitants about the impact of the Red Sea attacks on bringing goods into Yemen, which imports 90 percent of its food and has one of the world’s most malnourished populations.

“Yemeni ports could stop receiving goods because of the high risk” of Huthi attacks, said Abdulwase al-Fatki, a Taez resident.

“This has created fears that food stocks will run out,” Fatki added.

Mohammed Al-Basha, a Yemen expert for the US-based Navanti research group, said staple goods have become more expensive during Ramadan in areas controlled by Yemen’s internationally recognised government.

The price hikes are “affected by the ongoing Red Sea crisis” but also linked to higher demand during Ramadan, reduced humanitarian assistance and a worsening economy, Basha said.

‘No purchasing power’

In the rebel-held port city of Hodeida, northwest of Taez, which has been hit by several US and UK reprisal strikes, residents are also worried.

“There is no purchasing power,” said Abdulrahman Salam, a Hodeida merchant.

“If the crisis escalates the prices are going to rise even more,” he warned.

Meanwhile for Hodeidah’s fishermen, their job has become a deadly trade.

Moussa Kulaim, a 50-year-old father of two has been catching fish since he was 12, earning between $4 and $40 for a day’s catch.

But these days he is mostly coming up dry due to difficulty navigating Yemen’s highly militarised waters.

“It is the only source of livelihood for me and my children,” Kulaim told AFP.

“Despite the problems we are facing at sea, we enter for the sake of our livelihood and the livelihood of our children,” he said.

“We don’t want war, we don’t want trouble.”

CAPE TOWN, South Africa, March 15, 2024/ — Across Africa’s proven and promising hydrocarbon basins, independent oil and gas companies are playing a central role in driving exploration and resource monetization while getting large-scale projects off the ground. These companies have been at the forefront of notable developments throughout the continent, with Australia’s Invictus Energy actively exploring the Muzarabani and Cabora Bassa basins in Zimbabwe.

Ahead of this year’s African Energy Week (AEW) (https://AECWeek.com) conference and exhibition – taking place in Cape Town on November 4-8 – an interview with Invictus Energy Managing Director Scott Macmillan showcased how the company has managed to achieve success in the southern African market.

Raising Capital for oil and gas projects in the energy transition era requires innovative financing mechanisms. What strategies is Invictus Energy implementing to raise capital?

Raising capital for oil and gas projects has been challenging, particularly in the exploration space, which comes with high risk and no guarantee of achieving success and making a discovery. We have been very fortunate to have had excellent support from our shareholders who have funded our exploration activity to date. Post the gas-condensate discovery at Mukuyu-2 we have now de-risked the asset and – with a tangible resource base – it opens additional options for the company to fund the future work program. We have a high amount of equity in our licence (80%), and it provides us with flexibility on a number of fronts. These options include farming out an interest to other E&P companies, financing from regional development banks, strategic local investors that are positioning to become a part of a new industry in Zimbabwe and pre-payment for future offtake.

Invictus Energy announced a gas discovery at the Mukuyu-2 well in Zimbabwe last December. What is the status of the drilling campaign? Is a development plan in place?

The Mukuyu-2 well has been safely suspended along with the Rig 202 stacked at the wellsite in preparation for a future flow test. The flow test design work is being undertaken to determine the long leads and mobilisation plan for the test given the relatively remote location. We are also planning a 3D seismic survey over the Mukuyu field, which will assist in determining future appraisal and development well locations for an early phase development.

With regards to a development plan, we envisage Mukuyu to be a phased development consisting of an initial pilot project to provide early revenue and demonstrate proof of concept. That will be followed by a more traditional full field development plan to commercialise a large volume of gas through gas-to-power, gas to fertiliser and feedstock for industrial customers as well as small scale LNG and compressed natural gas for end users that are not proximal to the pipeline network.

Invictus Energy signed a gas supply MoU with Mbuyu Energy in December 2023 for feedstock related to a 500 MW gas-to-power project. How does the project align with Invictus Energy’s strategic plans in Zimbabwe?

We see gas playing a critical role in the industrialisation of the country and gas-to-power is probably the biggest opportunity in Zimbabwe for us to monetise large volumes of gas given the energy deficit in the country. This energy deficit is going to be exacerbated in future due to increasing energy demand from some of the intensive energy users such as the mining houses and large industrial consumers and their need for reliable and affordable power is greater than ever and crucial for their businesses. 500MW is just the start and it is estimated that an additional 2,500MW of new power generation is required to meet demand in the next few years.

Due to our proximity to the electricity network, through a gas-to-power development we can utilise the grid as a virtual pipeline to deliver electrons to end users which significantly reduces development cost and timeline of the initial phases of full field development.

Does Invictus Energy have plans to expand regionally, given the untapped potential in neighboring countries?

We do have ambitions to expand regionally dependent upon the ultimate reserves from our licence area as there is a significant power and gas shortfall in South Africa and untapped potential in countries such as Zambia. We can export electricity through the Southern Africa Power Pool (SAPP) and with our project located within 100km of 3 major SAPP interconnectors it provides us with the ability to export across the region using the existing infrastructure.

There is also an opportunity to export gas to South Africa by joining into the ROMPCO pipeline from Mozambique which has a captive market in South Africa and fetches premium pricing. South Africa is facing a 1 billion cubic foot per day shortfall in gas supply by 2030 which is obviously a huge opportunity for a resource like ours that is strategically placed to fill the void.

Invictus Energy participated in the African Energy Week: Invest in African Energy conference in 2023. What are you looking forward to most regarding this year’s conference and can we expect any deals or announcements to be made by Invictus?

AEW is a fantastic event that is growing and getting better every year and we are looking forward to building on the relationships that we have established in previous years as well and the new ones that will undoubtedly be formed. There are always new ideas sparked by panels and presentations and new business opportunities generated from conversations.

Whilst we can’t reveal any deals or announcements as of yet, given our activity and ambition to drive our project ahead there will definitely be some news for us to deliver at the conference.

An East African Port Deal the World Should Applaud

Many countries’ skepticism of a recently announced deal that gives Ethiopia naval basing rights in exchange for recognizing Somaliland’s independence is misguided. While the pact has stirred consternation, especially in Somalia (which claims Somaliland as part of its territory), it has the potential to benefit the entire Horn of Africa region, Egypt, and the security of the Red Sea.

With about 130 million people, Ethiopia is the world’s most populous landlocked nation. Throughout its 2000-year history, it has struggled for access to the Red Sea—at times holding ports, at other times contending with the Ottoman Empire and European powers for control of the coast. After World War II, the Italian colony of Eritrea, with its two ports, was reincorporated into Ethiopia. However, the nation again lost direct sea access when Eritrea split and became independent in 1993. Since then, Ethiopia has depended on the tiny country of Djibouti as its single port with one road and railroad to move imports and exports. Besides Eritrea and Djibouti, Ethiopia also borders four other coastal polities: Sudan (currently engulfed in a civil conflict), Kenya (whose ports are too distant), Somalia, and Somaliland.
Somaliland is an Oklahoma-sized autonomous region of about 7 million people with over 500 miles of coast on the Red Sea. A former British colony, it gained independence in June 1960. It voluntarily joined with the former Italian Somaliland when that territory became independent in 1960, and the two formed the Somali Republic. The union was a disaster, as Somalia came under the rule of the brutal General Siad Barre, who tried to destroy the independence-minded Somalilanders, including inflicting thousands of deaths by bombing Hargeisa, its largest city.

In 1991, during the chaos that followed the Somali Civil War, Somaliland split from the federation. A decade later, Somalilanders voted in a referendum and overwhelmingly approved a constitution reaffirming Somaliland’s independence. Since then, Somaliland has built an imperfect but tenacious democracy, a comparatively free society, and an open, free-market economy, while most citizens have remained adamant about protecting their independence. And they have done it on their own, with minimal international assistance

Conversely, next door, Somalia has been an international burden for decades, absorbing billions of dollars of assistance—including $500 million in security assistance from the United States—but achieving minimal progress with economic viability, democracy, governance, or even controlling its territory. It has hosted thousands of international troops under multiple peacekeeping missions to help it defeat al-Shabaab, an Al Qaeda-linked extremist movement, with limited success. It has also failed to hold a single “one person-one vote” election, opting instead to select its leaders through non-transparent, corrupt conclaves of elites and elders.

However, what Somalia has that Somaliland doesn’t have is international recognition, which accrued after the 1991 disintegration of the joint Somali Republic. This results in the bizarre situation of a “de facto” Somaliland that functions more effectively as a nation than does the “de jure” Somalia.

The reasons Somaliland hasn’t gained international recognition are varied. The African Union (AU) and Somalia are major stumbling blocks. The AU fears that granting Somaliland legitimacy may fracture other member states with separatist movements, despite its 2005 fact-finding mission determining that Somaliland’s recognition quest was “historically unique and self-justified.” Meanwhile, a solid nationalist trend that includes irredentist claims on Somali-inhabited areas of East Africa prevails within elements of Somalia, making it impossible for Mogadishu to accept the reality of Somaliland’s independence.

Even though Mogadishu has virtually no practical control over Somaliland, the United States defers to Mogadishu’s sovereignty claims by maintaining a nonsensical “One Somalia” policy. This, despite parts of the U.S. Government—such as the Pentagon—being eager to engage closely with Somaliland. Even more absurdly, the United States’s Ambassador to Somalia is, in effect, the Ambassador to Mogadishu airport—unable to circulate in the country or even the city. Meanwhile, many countries maintain consulates in Hargeisa and do regular business with Somaliland.

A Potentially Monumental MoU

The announcement of the Ethiopia-Somaliland port deal drew strong criticism from the AU and Somalia. At the same time, Egypt, the United States, the European Union, and the Arab League voiced support for Somalia’s “sovereignty.” In a bit of over-the-top drama, Somalia even threatened war with Ethiopia. Egypt, meanwhile, opposes Ethiopian initiatives because of its dispute with Ethiopia over the massive Blue Nile dam project.

While the proposed port deal between Ethiopia and Somaliland is still at the aspirational Memorandum of Understanding (MoU) stage with many details to be defined, the general framework will benefit both. Ethiopia will lease a twelve-mile strip of Somaliland’s coast for fifty years while Somaliland will gain formal diplomatic recognition from Ethiopia and a stake in Ethiopia’s national air carrier. Somaliland has a modern port at Berbera, recently upgraded through a major investment by the UAE’s DP World, but the location for Ethiopia’s concession is still uncertain. In addition to a port for Ethiopian imports and exports, Ethiopia will establish a base—for a navy that hasn’t floated a ship since 1991. While Ethiopian recognition of Somaliland is significant, it will also likely open the door to other countries to follow suit since several have stated discretely that while they could not be the first to offer recognition, they could be second.

If the project is realized, it would have far-reaching benefits. The return of a professional Ethiopian navy to the Red Sea would improve stability in a critically important waterway menaced by piracy and other disruptions. Even Egypt, bitterly opposed to the deal, would benefit economically if more shipping transits the Suez Canal. Adding another port and an efficient transit corridor would be a significant economic boost to the region and offer additional ways to bring relief supplies into countries that frequently suffer from humanitarian disasters.

The deal could also release some pressure building in East Africa ever since Abiy declared that sea access was an existential issue last year. Many believed his remarks were a prelude to war with Eritrea, a catastrophic scenario. Given that Ethiopia could secure strictly commercial maritime access through other means, Abiy appears to believe that a naval base is indispensable to his cherished ambition of being the leader who restored Ethiopia’s status as an unassailable great African power. If the MoU with Somaliland fails, Abiy will likely continue his quest in a far more destabilizing way.

Possibilities of Choppy Water

There are complications, to be sure. Despite its great potential and high economic growth, Ethiopia faces a difficult financial situation thanks in part to the recent devastating war in Tigray and ongoing insecurity in other regions. Addis Ababa must be creative in funding an expensive project like building a base and navy.

Furthermore, Mogadishu may stop cooperating with Ethiopia on countering al-Shabaab in response to what it views as Ethiopia’s violations of its sovereignty (notwithstanding al-Shabaab’s long control of chunks of Somalia about which Somalia’s governing elites have often demonstrated a curious lack of focus). It may also try to stir clan trouble in areas of Ethiopia inhabited by ethnic Somalis or try to inflame an ongoing clan insurgency in Somaliland’s east.
Nonetheless, provoking clan trouble elsewhere risks exacerbating Somalia’s profound and often violent rivalries. The countries that provide the most funding for Somalia’s armed forces and government would also disapprove of such a campaign. There would be more evidence that Mogadishu is not sufficiently serious about fighting al-Shabaab to merit strong international support.

Similarly, there is little reason to believe that the Somaliland-Ethiopia deal will empower al-Shabaab. The terror group rose to prominence as an anti-Ethiopian insurgency and has always fused irredentist and nationalist sentiment with radical Salafism. It is propagandizing about the deal and vowing to resist Ethiopia. Yet thousands of troops, including many Ethiopians, have been inside Somalia for well over a decade. It is unlikely that an agreement implemented far to the north of where most Somalians live would boost al-Shabaab recruitment more than that reality.
Regional powers opposed to Ethiopia, such as Egypt and, increasingly, Eritrea, may seize the opportunity to work with Somalia to undermine Ethiopia. However, while Eritrea may not cherish the prospect of an eventual Ethiopian navy operating in the neighborhood, the port deal would resolve Ethiopia’s landlocked status and, therefore, remove a perennial source of friction in the Ethiopia-Eritrea relationship. Egypt is strongly motivated to oppose Ethiopia but still has the same problem that has stymied its efforts to stop Ethiopia’s Blue Nile dam, namely its incapacity to do much about it.

Finally, a recently signed economic and military agreement between Somalia and Turkey has stirred hopes among Somalian partisans that Turkiye will confront Ethiopia on Somalia’s behalf. However, there is little to fear that the agreement portends such a destabilizing development. In addition to Somalia’s president acknowledging that the deal is unrelated to Ethiopia, Ankara has no reason to involve itself in the dispute, not least because of its strong military and economic ties with Ethiopia.
The Horn of Africa is an increasingly strategic region, yet the United States’s ability to defend its interests there continues to wane. Washington is partly hampered by incorporating the fiction that Somaliland is functionally part of Somalia into its policies. It is time for a pragmatic American approach that correctly calculates U.S. interests, starting with working to ease the tensions around the proposed Ethiopia-Somaliland port deal. If cooler heads prevail, the port deal’s economic and security benefits will be well worth applause.
Although many are skeptical of the newly announced deal between Ethiopia and Somaliland, it has the potential to benefit the entire region of the Horn of Africa, Egypt, and the Red Sea.

In Italy, a young woman’s quest to transform herself into a “human cat” has captivated and shocked netizens around the world. Chiara Dell’Abate, a 22-year-old content creator from Rome, Italy, has taken her love for felines to an extraordinary level. With nearly 300,000 followers on TikTok, she has become notably recognized for her unique ambition.

Chiara’s fascination with becoming a cat began unexpectedly. It all started when people mistook her for being dressed as a cat for Halloween, which wasn’t her intention. Since then, she has embraced the identity of a “human cat.” Chiara, who got her first piercing at the age of 11, recently revealed that she now sports over 72 piercings, seeing them as a form of self-expression

To resemble a cat even more, she underwent blepharoplasty, an eyelid surgery to correct drooping eyelids and under-eye bags. But her modifications didn’t stop there. She has also had body implants inserted under her hands and four horns implanted in her forehead. In a more radical move, Chiara had her nipples removed and her eyeballs tattooed.

Chiara shared with the Daily Mail her enthusiasm for body modification: “It’s amazing to see how much the human body can change and what can be achieved through body modifications.” Her journey doesn’t end here; she plans to undergo canthopexy to achieve almond-shaped eyes and is considering reshaping her nasal septum to further resemble her beloved animal.

Public Reaction: From Awe to Outrage

Chiara’s drastic transformation has not gone unnoticed, stirring a broad spectrum of reactions on the streets and online. Recently, a TikTok video showcasing her split tongue weaving through her piercings elicited a barrage of hateful comments.

Some social media users expressed bewilderment at her choices, with comments ranging from curiosity to outright condemnation. “What goes through someone’s head to think this is a good idea?” one commenter asked. Others debated the line between body modification and self-mutilation, with some accusing her of turning herself into a “monster

Despite the backlash, Chiara remains unfazed by the hate. She claims to receive messages of support, emphasizing that her implants and piercings make her feel comfortable and true to herself. Chiara’s journey highlights the extremes of personal expression and the divisive nature of aesthetic choices in the digital age
