Can Faisal Ali Waraabe Save Somaliland From Sinking Into Irreversible Civil Strife?

Every nation needs an aristocracy of ideas. This is why Faisal Ali Waraabe held two press releases this week. The press releases were short but sharp in content.

Faisal’s attention was concentrated on three splendid issues:our democracy that is losing its attendant fundamental basics; our leadership that is not visionary; and our stability that is deteriorating day after day. .

Before starting the topic that took Faisal’s emotions and attention, let me begin by posing the question “Who Faisal is?”

Faisal Ali Waraabe is a man of many things. At times he takes the role of a relic of an old generation, spending much of his time in defending Somaliland’s seccesion as an independent state. At times he plays the role of a roving diplomat for Somaliland, attending at all international conferences held by the international community for raising financial assistance to Somalia. At other times he acts as the only politician who has the hand that makes the final decision when all else fails.
At other times Faisal acts as a philantropist, offering attractive donations to those who deserve help.

All that is said about Faisal Ali cannot be true, but roughly rhetorical and wrong expressions of what Faisal Ali really is as a person.

Faisal Ali is not a man of his words. He breaks his promise. He fires all his cylinders to all directions when it comes to Somaliland political shopping centre, always taking the side at which he sees his interest, especially when the temptation to take stands is overwhelming.

Having said that there is an air of greatness in Faisal Ali that no other politician or public figure has. Faisal speaks his mind and tells the sad truth that Somaliland is still far off from becoming a government. Faisal bases his point of argument on the undeniable reality that neither Somaliland leadership nor the people are ready to become a government of its own reality. If the opposite is true, the picture we see now in Somaliland would have been much more beautiful than the one we observe today.

To begin with what drew Faisal’s attention this week, nations understand what democracy means. They understand that democracy is a template of an attractive modernity. But what precisely are its constituents? I would place transparency, accountability, freedom of opinion and individual liberty at the top of its priorities.

Transparency is a required moral value. It is where trust comes from. It is the culture to command both the trust and the confidence between individuals and/or between government and its people.

Accountability is where the right answer is. A world with no accountability looks like one whose people are aware of the glass ceiling, but less aware of the glass basement. Do we know that accountability is an instrument for selfcorrecting system?

Freedom of opinion is a behavioural right; it is an individual’s birth right. It is the right to express ideas without fear of suppression by the state or oppression by vested interests. Who cares about what the people say?

Quite rightly, individual liberty is the right to live freely without fear of oppression or suppression by any force; it is the right to move freely, the right to own property and the right to have a choice. Does individual liberty mean that one can do what is not acceptable to ethics?

Stability is where tranquility is found – the human way of living an ordered and organized life, a decent environment that makes life predictable and sustainable to the extent that is prosperous, peaceful and beautiful. Peace-loving people always refrain from making the causes that can create rebellions.

Leadership requires noble ideas. The nobility of leadership starts with a vision. The vision needs a developing plan to achieve the desired goals. Nations cannot survive without national plans. Nor can they be led with lies or evasion of moral responsibility to face the real challenges.

An equally important principle of leadership is the acquisition of knowledge; the importance of having critical problem-solving skills and the capacity to listen and learn nation’s talking points. It is not that nations get the leader they deserve, but It is that nations produce the leader they deserve.

Nations that have compromised with any of these basic rights, and particularly those who embrace the supremacy of a tribal politics and regularity of public treasury piracy as a constitutional article, are visibly tottering, if not sinking into irreversible civil strife.

“In Somaliland the evil desires never remain dormant for the time when the immense power becomes available to every Kulmiye president and privileges begin to marshal to the surface. Abuse of power for personal gain is not that bad if power is in our hands” is the song the two Colonels, Muse Biixi and. Mohamed Kahin, are singing in chorus,” a young journalist wrote in one of his recent regular articles.

Faisal started his press releases with a clarity, whether we like it or not, that Somaliland will never be a country one person can rule and lead alone according to his own outlook, and concluded with clear ultimatum that Muse Biixi will not sit in Somaliland presidential palace if he would not change his attitude and listen to the noble ideas Faisal and his likes suggest.

A doctor cannot cure an injury with a potion. Somaliland doesn’t totally need a protruding mouth with no prudence. Stupidity and obstinacy cannot obliterate differences and difficulties. Approach and attitude of that sort cann’t make the future safe

Only time can tell which one will triumph: Faisal’s approach or Muse Biixi’s attitude.

Security camera footage was removed from the Saudi consulate in Istanbul and Turkish staff were abruptly told to take a holiday on the day the dissident journalist Jamal Khashoggi disappeared while inside the building, Turkish authorities have claimed.

A week after Khashoggi vanished in the heart of Turkey’s biggest city, details of the investigation into his disappearance continued to point towards Riyadh having ordered Khashoggi’s seizure.

Investigators believe the squad responsible for his disappearance from the Saudi consulate spent several hours at the nearby consul general’s house before leaving for the airport in a convoy of six cars, one of which is thought to have carried the missing dissident or his body.

A still-frame image emerged on Tuesday of Khashoggi striding towards the diplomatic mission before he disappeared. The black van that was allegedly used later to smuggle him away was parked next to the front door.

Details of the planes used to fly 15 Saudi officials from Riyadh to Istanbul have also been confirmed. Two corporate jets rented from a company frequently used by the Saudi government arrived in Istanbul on 2 October and left separately the same evening. One jet, with the tail registration HZ-SK1, left for Cairo, and the second, HZ-SK2, flew to Dubai. Flight tracking records show they both later continued to Riyadh. Turkish investigators believe the CCTV footage from inside the consulate was onboard.

A Turkish police team entered the consulate building on Tuesday after being given access by Saudi officials. Journalists had been allowed into the building on Saturday.

However, despite a circumstantial case being established that blames Saudi Arabia for Khashoggi’s abduction, there were signs that Turkish officials were unwilling to further incriminate the kingdom, with which Turkey has lucrative trade ties and attempts to maintain a delicate regional relationship.

Political leaders have not delivered on pledges to supply video footage that purports to show heavy bags being carried from the consul gate to the waiting cars. Officials who had offered glimpses into the investigation for the past week were no longer prepared to talk.

Yasin Aktay, an adviser to the Turkish president, Recep Tayyip Erdoğan, claimed “the Saudi state is not blamed here”, a marked shift in rhetoric that had earlier called for the kingdom to explain what had happened.

“We have our own problems with a deep state,” he told al-Araby in an interview. Earlier, Aktay had pointedly claimed that Khashoggi had been murdered by people sent from Riyadh.

In a further sign of an apparent climbdown, the pro-government newspaper Daily Sabah suggested that the focus of the investigation had moved towards the possibility that Khashoggi was smuggled alive on to one of the planes. Turkish officials had been adamant that the journalist was killed inside the consulate; a claim they repeated to US authorities who began asking questions about Khashoggi’s disappearance at the weekend.

Privately, senior officials have told counterparts in the US and Europe that they still believe Khashoggi was killed, but that political leaders are willing to make a climbdown for Riyadh in return for concessions.

The spectre of a political dimension to the investigation has raised the prospect that evidence that could establish Khashoggi’s fate may never be disclosed.

The disappearance of the acclaimed columnist and senior adviser to previous Saudi regimes has rocked Washington, where he had been based for the past year as a columnist for the Washington Post, and struck fear through establishment circles in Riyadh, where the 59-year-old had been a popular figure. He was one of the few public intellectuals to openly critique the new administration of the crown prince, and heir to the throne, Mohammed bin Salman.

Erdoğan, who is returning from a visit to Budapest, has insisted he is personally interested in the case and has demanded a transparent inquiry. US officials told the Guardian that Turkey had earlier put the evidence it had gathered directly to Saudi officials and had authorised a series of state-sanctioned leaks intended to pressure Riyadh when those officials had refused to respond.

The change in tone from Ankara would suggest that attitudes had also shifted in Riyadh, which has strenuously denied any role in Khashoggi’s disappearance and insisted he walked freely from the consulate, which he had attended to sign divorce papers to allow him to marry his Turkish fiancée.

“The Turks need to continue to be transparent about this,” a senior US official told the Guardian. “They have the Saudis in a delicate position here and know more than they’re letting on. This matters to the current administration. This guy can’t be allowed to vanish.”

Britain, France and the EU have also called for an urgent, credible investigation.

UAE violating Somalia arms embargo: Report

A new report by a panel of experts from the UN Sanctions Committee seen by Al Jazeera reveals that the United Arab Emirates’ (UAE) has continued to violate arms embargo imposed on Somalia.

The report, yet to be released, notes that the UAE has carried on with the construction of a military base in Berbera in Somalia’s Somaliland region, including the transfer of military equipment despite international resolutions against these arms shipments.

The UAE began construction of the base last year, under an agreement with officials in Somaliland, a northern region of Somalia that self-declared independence from the latter in 1991 following a civil war.

The UAE is investing in developing a port, which is strategically located close to Yemen, where UAE troops have been fighting as part of a Saudi alliance against Houthi rebels since 2015.

Somalia has previously urged the UN Security Council to take action against the construction of the UAE base in Somaliland.

The report also noted that the panel of experts from the UN did not receive a response from the authorities of Somaliland when they were asked to comply with the embargo in place.

When the panel asked the UAE to present them with more details of the construction of the base, the response was; “The UAE concluded all agreements with the Somali regions based on constitutional powers granted to the heads of those regions to achieve security, stability and prosperity for the Republic of Somalia and its people.”

In September 2017, maritime police in the Somali state of Puntland intercepted a ship heading from Yemen to Somalia and seized weapons found on board, the international team of experts said.

In a review by the panel on some of the Chinese weapons found in the vessel, Beijing said no Chinese company had violated the sanctions, without providing further clarification.

The Serbian authorities, when reviewing the number of machine guns seized onboard the ship, said that they had sold 1,000 submachine guns to the UAE in 2016, with the UAE armed forces as the final user of those weapons.

The panel said it has not received any response from the UAE when asked to clarify why weapons were on board the seized ship.

UAE Ambassador to the UN Lana Nusseibeh said she could not comment because the report had not yet been published.

“That being said, the UAE is fully aware of all Security Council resolutions and is in full compliance with the sanctions imposed,” Nusseibeh told Reuters news agency.

“We also reaffirm our continued cooperation with the Monitoring Group throughout its mandate.”

The Security Council imposed an arms embargo on Somalia in 1992 to cut a flow of arms to feuding armed groups, who ousted President Mohamed Siad Barre and plunged the country into war.
