WAR-SAXAFADEED: HOOS U DHACA SICIR BARARKA IYO DIGNIIN KU WAAJAHAN SARRIFLAYAASHA & SHIRKADAHA ISGAADHSIINTA.

Waxaynu  beryahan danbe maqlaynay kooxo kala duwan oo ay ka mid yaheen Sarriflayaashu,  oo si qaldan uga hadlay xaaladda dhaqaalahe ee dalka  ka jirta.Waxaanu bulshada Somaliland u iftiiminayna  in  waajibaadka asaasiga  ee Baanka Dhexe  yahay  dejinta ascaarta  iyo ilaalinta qiimaha Shilinka Somaliland. Waxa kale oo uu Baanku  masuul ka yahay samaynta iyo  fulinta  siyaasadda lacagta   “Monetary Policy”. Haddaba annaga oo waajibaadkaas ka duulayna  waxaanu idinla wadaagaynaa  sababaha keenay hoos u dhaca sicir bararka iyo kor u kaca qiimaha SLSH.

  1. Kharashaadkii  badnaa ee   dawladda Dhexe soo dayn jirtay  kana baxsanaa oddoroska Miisaaniyadda iyo mashariicda horumarinta qaranka  oo guud ahaanba joogsaday.
  2. Baanka Dhexe oo xakameeyay  xaddiga lacagta suuqa gelaysa “Money supply”.
  3. Baanka Dhexe oo maareeya  suuqa sarrifka lacagta  soona  saara sicir dhexe “Daily guidance rate”.   Sarriflihii  Sicirka Dhexe  kor u dhaafa wax ka badan 2% waxa laga saaraa systemka  elekrooniga ah ee lacagta lagu kala beddesho  ruqsaddana waa lagala noqdaa.

  5. Somaliland: The National Election Commission Must Resign.

This morning, the Somaliland National Elections Commission (NEC) held a press conference to confirm what has been suspected for the last few weeks and months, that there will be no House of Representative nor Local Council elections in Somaliland.

These elections were scheduled for March, 2019. The NEC cited lack of funds and the withdrawal of support from Somaliland’s main opposition party, Waddani.

The question on everyone’s mind is, what where the NEC doing for the last 12 months? Where they just sitting in their offices drinking coffee and chatting with friends? Were they even in the country? Surely, it makes sense to prepare for any forthcoming elections. This is totally unacceptable.

The NEC have found a scapegoat in the redundant House of Representatives, whose mandate expired a decade ago, for failing to pass new election laws. That is a poor excuse.

Somalilanders are well aware of the shortcomings of the current House of Representative, it is den of idleness. These “representatives” have made a career of their seats. They are there to get their salaries. It is time to turf them out.

The NEC should use the current statutes in the constitution and hold the elections. As for the issue of funding, where has all the funding from the international community gone? We can guess where it went, but they had over a year to apply for more funding.

With regard to the Waddani issue, why would the opposition have any faith in a thoroughly discredited commission?.

RESIGN.

It is time to appoint a new commission, with new energy and purpose. These elections have to be held for the sake of the nation. We cannot go backwards.

HEVOS position on the London Somaliland Diaspora Conference

As you may already be aware the Somaliland Mission to the UK is organising a one day conference in London on 1st December 2018. The aim of the conference is said to be ‘’constructing diaspora Somaliland identity in an ever-changing Europe: Unity, patriotism and contributing through positive activism. In simple terms, their objective, as they claim, is to harmonise and unite Somaliland communities in Europe. This topic raises many questions including the simple ones of why now and what does it really mean?
We ask these questions, because we all know Somaliland has existed for the past 27 years and its people both inside and outside Somaliland have been working very hard to convince the international community about their self-determination and aspiration to secede from the union it entered with the Italian Somalia after its independence in 1960, and the causes for its withdrawal from the union.
This statement is to address whether holding this kind of conference in Europe, particularly in London is the right answer and solution in uniting the Somaliland Diaspora in Europe and elsewhere when we realistically consider the social, economic, political and geopolitical challenges Somaliland is currently facing. If we want to achieve the aforementioned objective of the conference we will need to be sincere and truthful to ourselves and we can only do that if we are thinking realistically and not idealistically. Therefore, it is of significant importance not to shy away from pointing out issues that unite us and those that divide us and unless we can find a sound balance on these issues we will be doomed to fail and history will repeat itself.
Before we outline the serious challenges Somaliland is currently facing, we would like to make one thing very clear, we are and will always support and encourage the peace, stability and unity of all Somalilanders wherever they are as we believe this is the only way we can build a solid statehood. But, at the same we must not and cannot ignore the real problems and challenges Somaliland is facing and how best to address them, then I believe we can talk about sense of patriotism and activism.
Social Cohesion – anyone with little knowledge of Somalis knows they are generally a homogenous ethnic group inhabited in several countries in the Horn of Africa i.e. Somaliland, Somalia, Djibouti, parts of Ethiopia and Kenya, united by common language, religion and culture but their diversity is defined by tribal lineages, and this is a significant social structure which one must not ignore, because if tribal balance is lost in the system, then that system will undoubtedly fail to maintain peace, stability and to harmonise the various tribes and regions.
It is unfortunate that since the Kulmiye party took over power in 2010, the trust between tribes has gradually declined and this is due to the divisive policies promoted by the Kulmiye leadership in which favouritism, nepotism and massive corruption by particular groups have become the norm and many feel that the system has encouraged those groups to enrich themselves from public resources. Development projects were corrupted and many regions in Somaliland have not benefited from the increasing international assistance such as the projects funded by the Somaliland Development Fund which Britain and Denmark contribute to.
One example of many projects misappropriated by the administration is the multimillion Dollar Humbowayne Water project funded by the United Arab Emirates which failed due to corruption. Both previous and current Kulmiye administration failed to shed a light on why the project failed, how they spent the money earmarked for the project, and why those responsible for the failure of this lifeline project got away with impunity. Furthermore, the lack of equal opportunities for work, government contracts, development projects between regions and tribes have damaged social cohesion, polarised public opinion and the vast majority of the population were hoping a new political direction from the new government but nothing has changed, and Somaliland has never been so divided before.
Public services – many regions, particularly those in the east of the country lack the basic public services such schools, health centres, clean water and child and Mother mortality is the highest in the world, yet the president’s priority is to build a new presidential Palace in his tribal backyard, which is a testament to his priorities for the country.
Peace and security – there have been recurring tribal clashes in the east of the country where hundreds of people lost their lives, and the government failed to intervene in a timely fashion to save lives and find lasting solution for their problems. Hundreds of government soldiers defected from the military, because they have been complaining growing injustices within the military forces. It is thus HEVOS’ view that this conference is no more than a public relationships exercise aimed to camouflage the fundamental issues facing the country at present and the government’s failure to find solutions for them. Therefore HEVOS will not be supporting this conference and feels it is a waste of badly needed money that could be used to save lives of Mothers and Babies in Somaliland.
HEVOS is urging the government to focus on improving those above named areas.

Why Colonel Muse Biixi Didn’t Continue His Presidential Tour To Badhan?

Every president is like a man who built a building, giving it a solid structure and decorating it beautifully except for a single brick in one of its corners. People went around the building and admied it, but they all suddenly said: When would that missing brick be put in its place?

What position do Siilaanyo and Colonel Muse Biixi hold among Somaliland presidents? The situation gives us the following illustration.

Somaliland is made up of bricks, and each brick is a pillar in its own reality. Badhan is among the pillars that holds Somaliland together. It is the brick that makes the building of the country complete. Without it, Sonaliland will remain a lame duck and people will always feel the missing part.

Today the question is: Why Colonel Muse didn’t continue his presidential tour to Badhan? Doesn’t Badhan deserve to be toured? Or is it that Badhan is not part and parcel of Somaliland territory?

And where is Somaliland interior minister? What was he doing when Bugland president and his parliament were holding several provocating sessions in Badhan? Is he just a hero who majored in finding excuses when his stand looks like fear infused with one’s own characteristics?

Abdirahman Ahmed Ali liberated Somaliland from Siyad Barre regime. Mohamed Ibrahim Egal made law and order prevail. Dahir Riyaale made Somaliland grow little by little and tried to keep the country intact. Siilaanyo divided the nation and destroyed the system, and Muse Biixi pulled Badhan District, the undecorated brick, out of Somaliland territory. Is that too neat to be correct?

Open letter to acting President Mustafa,
Somali Regional State
Jig-jiga, Ethiopia.
Dear President, i am writing this view lines to you as you have completed your first 100 days as head of State, Somali Region Ethiopia.
(Let me jump to my point)
As ordinary citizens you and other members of your family have been made cry loudly after your younger brother (Allah bless his soul in Janah) was cruelly murdered by Liyu Police Forces by throwing him out of a fast moving vehicle while, sadly enough, at that moment, your father (My Uncle Mahmoud Omer) was also inside the front passenger seat of the same vehicle.

With this tragedy, Somalis in the region and elsewhere including myself have silently and loudly cried with you and shared the high level of pain and agony you and your family were subjected to go through.

You were not and will never be convinced with what we all know Liyu Police have concluded as the cause of the death of your brother at the time – that he was crazy and killed himself.

Today, as head of state, you were introduced by trouble minded advisors to deploying unrehabilitated same Liyuu Police into jigjiga and letting them make cry other families by deliberately murdering their loved members with machine guns under proud day light.

Similarly, Mr. President, I am not convinced with the fake reason you are claiming is behind the murder of selected and targeted young intellectuals being shot dead on the main streets and schools in Jigjiga every day.

Brother Mr. President, make no mistake, with your make up reasons you can only fool the already fooled person who believed that your brother have committed suicide.

However, your appointers and the rest of the public can understand that your reason that Liyu Police were defending themselves from armed protesters is purely spurious and only sounds good but the real one is that they (the Liyu Police) were acting against Jigjiga Security Official from preventing them build on land they have forcefully looted from their rightful owners.

With your direct orders Mr. President Police have badly beaten and wounded members of the City Security Officials including head of the department Mr. Abdulfatah Matan (Haji) as he was engaged to enforce a rule you have imposed immediately after taking office in which you have temporarily halted all new construction on lands until problems from forcefully confiscated land is sorted out and recovered throughout the region.

Mr. President, contrary to the constitution and your own formal order regarding this matter, you have ordered the arrest of Mr. Abdulfatah based on orchestrated plan when he was fulfilling his duties, in order for you to pave a way for your associates and favored individuals continue build on land that have been looted from weak and voiceless members of the public.

Mr. President, majority of the public overwhelmingly welcomed your appointment as head of the state. They celebrated your victory in both in and out of the country as their own. They did so, just because they sympathized you as a Victim who already have witnessed and experienced the dark and bitter side of life. They felt you did not get the justice you and your family required during those difficult times.

They endorsed your appointment with a hope that you will revitalize their hope and work hard to ensure no more parents, brothers and sisters mourn and shed tears on bodies of their loved ones killed by the same unrehabilitated Liyu Police.

Mr. President unfortunately what i see happening in the region under your command is far below my expectations from a person with international and United Nations Humanitarian experience like you.

I recall and sometimes remember to your old interviews with some Somali Language Radios and doubt myself if old Mustafa i was listening is the same one i see now in power in Somali State.

I doubt if the same old Mustafa with whom i have had great confidence right upon appointment in Addis is the same one (President of the region) who now start seeking and implementing advices of view myopic, inexperienced, uneducated, uncivilized cash loving people around him.

I doubt if you are the same Mustafa who with a loud voice warned against Liyu Police to be deployed in cities and near UN armed civilians and recommended to be kept away in their barracks and battle fields.

Mr. President, i am sorry to witness that all wrong doings you have been complaining about yesterday are happening under your rule and knowledge and by the way during your first days in office.

Somali intellects ask:
What to expect from the end of water that start flooding with Mud……..?
I am asking myself how on earth your people can trust you expect to be save, relaxed in peace and security under your rule when during your first 100 days you have yet to admit and bring to end the ongoing brutal killing and land looting in and around the region with your encouragement.

How can someone depend and trust your governance with his life, wealth and property when he already see you undermining part of your own society by distancing them away from your government and bringing others closer as privileged citizens.

I personally praise you to have extended a helping hand to brothers fighting in Sole Region of Somalia when they badly needed and insha Allah I hope that they reconcile their hostilities to iron out their differences and conclude an ever lasting peace among them.

I am at the same time complaining and accusing you and your government of totally ignoring other brothers in our back yard such asTulli Guled, Moyale, Diri-dhaba and Babily, to name some, who equally and badly need your consideration of giving them hand and voice by at least brokering peace and solution with your Oromo alliances. I am feeling sorry that you did not do enough for Women and children displaced by these conflicts with Oromo so far. I hope you will act sooner and not later to prevent further loss of live in these
areas.

Frankly speaking, as of today, I don’t see anything you are doing that is different from your predecessor but you have accelerated following his footsteps as early as you took office.

Mr. President in order to heal the wounded morals of your citizens suffered during your first 100 days in office caused by your so far unjust and wobbling leadership, you have to forgive and seek their forgiveness by following the footsteps of late Nelson Mandela of South Africa.

Make a task force comprising from head of society sectors, religious heads and the elite glass that could repair an already damaged and suspicious relation with your people.
Enforce rule of law in general and avoid depending and favoring a particular group or individuals by defending and investing in their political and economic ambitions.

Ensure equal distribution of all contracting and trading opportunities and development projects thought out the region.

Reverse some of your last decisions and do not protect but instead bring to justice who ever have responsibility in inflicting human and or material/property loss to the citizens and residents of the region under your rule.
Avoid favoring individuals and groups against others by equally treating all citizens in all aspects. Only this way you can slowly win back the trust your people have had with you before you assume your responsibilities as head of state. Only this way and no alliance or dependency with a particular group can restore peace and stability and enforce rule of law in accordance with country and regional constitutions. Only with unity and not division we would be able to compete with other regions in the country in all aspects of life.

From there Mr. President our region can think about, discuss and look forward to prosper and develop in other sectors such as Security, Health, Education, Infrastructure, Agriculture, Livestock, Roads and etc.

The position of Waddani Party on so called Somaliland Diaspora Conference (in London)

The Waddani Party hereby wishes to outline and share its position with the Somaliland Diaspora and International community on the forthcoming conference that the Kulmiye Party has scheduled for the 1st of December 2018 in the United Kingdom. Having closely examined events on the ground, it is our view that this conference is being organised and led by stakeholders whose personal, vested interests are best served by perpetuating existing fault lines in Somaliland. We feel that this conference therefore is simply the means by which Kulmiye can seek to extend these divisions to Somaliland communities currently living abroad as well as at home
It is patently clear for all to see that the dire socio-economic situation in Somaliland has been exacerbated by Kulmiye’s lack of good governance and accountability. This has been illustrated by:
Ever-increasing levels of people living below the poverty line
Endemic corruption
Increasing inflation
Thousands of local traders being forced out of business
Scarcity of access to potable water
The complete absence of any semblance of public health services
Very low standards of education
Injustice, brazen favouritism, shameless tribalism and nepotism. This has been particularly evident with regard to how Kulmiye government officials have handled and misappropriated various state assets and government buildings in Somaliland.
Of late, much of Somaliland’s eastern regions are no longer under Kulmiye government’s control. For example, although Badhan is part of Somaliland which proudly exercised its democratic right in the presidential elections of November 2017, it is now being claimed by another regional administration as under its jurisdiction.
The current administration also failed to contain several skirmishes and flashpoints that threatened the security situation inside Somaliland, particularly with regard to the Sool region most recently. This leads us to having no confidence in Kulmiye government’s capacity and appetite for peace and reconciliation between various groups across the country.

For example, only a full 17 days after fighting broke out that tragically resulted in a number of casualties did the government decide to send the current Interior Minister to the region under the ostensible pretext of defusing heightened tensions. That he was preceded in doing so by foreign officials, is an immense source of frustration for the Waddani Party as this perhaps best illustrates Kulmiye government’s cavalier attitude to its own citizens’ security.
That peace and reconciliation meetings between the aforementioned clans had taken place in Jigjiga, Ethiopia, with absolutely no involvement whatsoever from its own government of Somaliland is also a particularly unfortunate turn of events.
All of the above mentioned factors have led to an overriding sense of doom and gloom with regard to Somaliland’s regional and international prospects in both the short and long term. This is evident through the increasingly-widening divisions between various sections Somaliland’s society, with little hope in Kulmiye government’s willingness and appetite to change course.
It is well known that the Somaliland Diaspora has always stood shoulder to shoulder with Somalilanders at home, successfully overcoming all challenges to date. This has only been possible through our longstanding spirit of collective unity, independence and a sense of nationhood that has always transcended tribal or ethnic fault lines.
Regrettably, successive Kulmiye administrations, having successfully exacerbated and entrenched division within Somaliland are now shamelessly seeking to extend their sowing of discord to the Diaspora community abroad. In our view this is an attempt to shore up and strengthen their position politically but one that can only have devastating, potentially irreversible effects in future
A delegation to the UK comprising various ministers and other government officials are there in London or on their way here, and they’re currently led by the current Vice-President, Abdirahman Sayli’i.
As mentioned in the opening paragraph, it is our understanding that the aim of the December 1st conference is to celebrate this Kulmiye’s administrations “successes” since retaining office one year ago. It is hard to envisage exactly what type of successes Kulmiye wishes to hold up as achievements of progress since November 2017
It goes without saying that this conference will incur considerable expenses which are desperately needed by millions of Somalilanders in terms of their daily needs being met. We understand that much of this is being funded by tax hikes being borne by Somalilanders that they can ill afford. It is our view that such displays of extravagance on such gatherings are an affront to the people the government has been entrusted with serving and illustrates the total lack of fiscal discipline and responsibility required to run and manage the coffers of the state
If the Somaliland diaspora wishes to hold such conferences, in our view, various non-governmental organisations should be allowed such privileges without the interference or input of any state actors.
In summary, the Waddani Party wishes to reiterate that due to a combination of the aforementioned factors, we will not partake in or support the forthcoming conference currently scheduled for the 1st of December 2018 in London. We would also advise our supporters across the globe to avoid supporting the conference as in our view, Somaliland’s aspirations will not be achieved by the current Kulmiye administration until it listens to and address the very real and legitimate concerns of its people and changes course from this destructive trajectory before it is too late.
