The latest deal between Ankara and Mogadishu emerges as a potential friction point for Turkey and the UAE as they vie for influence in Somalia.

Turkey’s announcement that its new defense and security cooperation agreement with Somalia on Feb. 8 also covers maritime security is likely to rattle several countries in the Middle East and North Africa — especially the United Arab Emirates, a rising regional power.

The deal between Ankara and Mogadishu emerges as a potential friction point between Turkey and the Emirates, which are both vying for influence in Somalia. The UAE’s commercial and seaport interests in Somaliland and other regions of Somalia be at risk due to a stronger Mogadishu.

The Turkish military has been training troops for the federal government of Somalia at one of its largest overseas bases in Mogadishu since 2017. Ankara thinks that a stronger central government in Mogadishu could more effectively clamp down on jihadi groups such as Al-Shabaab and discourage the breakaway region of Somaliland from its efforts to gain international recognition for its self-styled independence.

Yemeni Prime Minister Ahmed bin Mubarak held talks over the phone on Sunday with Egyptian Foreign Minister Sameh Shoukry to discuss growing tensions in the Red Sea.

The discussions dwelt on the impact of the current escalation in the Red Sea on Yemen, Egypt and countries of the region, the Yemeni state news agency Saba reported.

The talks also took up Israeli atrocities in the Gaza Strip and the provision of humanitarian and relief assistance to the Palestinians, Saba said.

British ship Rubymar sank in the Red Sea on Saturday, days after it was attacked by the Houthi group in Yemen. Houthis refused to salvage the sunken British vessel until humanitarian aid is allowed into the Gaza Strip.

The Houthi group has been targeting cargo ships in the Red Sea and the Gulf of Aden owned or operated by Israeli companies or transporting goods to and from Israel in solidarity with the Gaza Strip, which has been under an Israeli onslaught since Oct. 7.

With tensions escalating due to joint strikes by the US and UK against Houthi targets in Yemen, the group declared that it considered all American and British ships legitimate military targets.

Since its inception in 2019, ABH has spotlighted and supported some of Africa’s brightest entrepreneurial minds. The ABH top 10 finalists (Heroes) over the last five years:

The US expressed alarm about continuing human-rights abuses in Ethiopia that may impact its ability to secure funding from multilateral lenders, as the International Monetary Fund prepares a mission to the country to discuss a crucial bailout.

Prime Minister Abiy Ahmed’s administration has faced growing censure over tactics used by federal army forces to quell violent insurgencies across the country, with alleged extrajudicial killings and drone strikes leaving dozens of civilians dead.

“We continuously monitor the human rights situation in Ethiopia to assess whether there is a pattern of gross violations that would affect US support for international financial institution assistance under the International Financial Institutions Act,” the State Department said in an emailed response to questions. “The US government is alarmed by continuing reports of human rights abuses and violations in #Amhara and #Oromia which implicate the government and non-state actors.”

The timing of the criticism coincides with preparations by the IMF to send a delegation to #Addis_Abeba in the coming weeks to discuss an economic program and funding needed to fill an estimated $11.5 billion financing gap the government expects to face over the next four years. The US is the IMF’s largest shareholder and its most powerful board member, and previously used the IFIA to block IMF funding to Ethiopia during a war in Ethiopia’s northern #Tigray region two years ago.

3 Red Sea data cables cut as Houthis launch more attacks in the vital waterway

DUBAI, United Arab Emirates — Three cables under the Red Sea that provide global internet and telecommunications have been cut as the waterway remains a target of Yemen’s Houthi rebels, officials said Monday. Meanwhile, a Houthi missile attack set a ship ablaze in the Gulf of Aden, but caused no injuries.

What cut the lines remains unclear. There has been concern about the cables being targeted in the Houthi campaign, which the rebels describe as an effort to pressure Israel to end its war on Hamas in the Gaza Strip. The Houthis have denied attacking the lines, however.

While global shipping has already been disrupted through the Red Sea, a crucial route for cargo and energy shipments from Asia and the Middle East to Europe, the sabotage of telecommunication lines could further escalate the monthslong crisis.

The cut lines include Asia-Africa-Europe 1, the Europe India Gateway, Seacom and TGN-Gulf, Hong Kong-based HGC Global Communications said. It described the cuts as affecting 25% of the traffic flowing through the Red Sea. It described the Red Sea route as crucial for data moving from Asia to Europe and said it had begun rerouting traffic.

HGC Global Communications described the Seacom-TGN-Gulf line as being two separate cables when it is actually one at the area of the cut, according to Tim Stronge, a subsea cable expert with TeleGeography, a Washington-based telecommunications market research company.

Responding to questions from The Associated Press, Seacom said that “initial testing indicates the affected segment lies within Yemeni maritime jurisdictions in the Southern Red Sea.” It said it was rerouting the traffic that it was able to change, though some services were down.

Tata Communications, part of the Indian conglomerate and behind the Seacom-TGN-Gulf line, told AP that it “initiated immediate and appropriate remedial actions” after the line was cut.

“We invest in various cable consortiums to increase our diversity and hence in such situations of a cable cut or snag, we are able to automatically reroute our services,” Tata said.

Other firms behind those lines, which provide data to Africa, Asia and the Middle East, didn’t respond to AP’s queries.

In early February, Yemen’s internationally recognized government in exile alleged that the Houthis planned to attack the cables. The lines appeared to have been cut on Feb. 24, with the organization NetBlocks noticing internet access in the East African nation of Djibouti suffering from interruptions two days later. Seacom serves Djibouti.

But for their part, the Houthis have denied targeting the cables. The rebels blamed the disruptions on British and U.S. military operations, but didn’t offer evidence to support the allegation and have made false claims in the past.

Since November, the rebels have repeatedly targeted ships in the Red Sea and surrounding waters over the Israel-Hamas war. Those vessels have included at least one with cargo bound for Iran, the Houthis’ main benefactor, and an aid ship later bound for Houthi-controlled territory.

Despite more than a month and a half of U.S.-led airstrikes, Houthi rebels have remained capable of launching significant attacks. They include the attack last month on a cargo ship carrying fertilizer, the Rubymar, which sank on Saturday after drifting for several days, and the downing of an American drone worth tens of millions of dollars.

The Houthis insist their attacks will continue until Israel stops its combat operations in the Gaza Strip, which have enraged the wider Arab world and seen the Houthis gain international recognition.

Meanwhile, the British military’s United Kingdom Maritime Trade Operations center on Monday separately warned of a new attack in the Gulf of Aden. The private security firm Ambrey described the vessel targeted as a Liberia-flagged, Israel-affiliated container ship that sustained damage and issued a distress call.

“The container ship reportedly encountered two explosions of which the first occurred at a ‘distance’ off its port quarter, while the second damaged the vessel’s accommodation block and a container leading,” Ambrey said. “The explosion further led to a fire onboard and the crew’s firefighting efforts were underway.”

Ambrey and the UKMTO said no crew member on the ship had been injured in the blaze, which was extinguished several hours later.

Brig. Gen. Yahya Saree, a Houthi military spokesman, claimed the attack in a prerecorded statement. He identified the ship as the MSC Sky II, sailing for the Switzerland-based firm Mediterranean Shipping Co, but sought to link the vessel to Israel. The ship’s details and last-known location corresponded to details about the attack.

The Houthis “will continue to prevent Israeli navigation or those heading to the ports of occupied Palestine until the aggression is stopped and the siege on the Palestinian people in the Gaza Strip is lifted,” Saree said.

The U.S. Navy’s 5th Fleet, which patrols the Middle East, and MSC didn’t respond to questions about the attack.

It remains unclear how the Houthis could attack subsea cables themselves. The rebels aren’t known to have the diving or salvage capability to target the lines, which sit hundreds of meters below the surface of the waterway.

However, subsea cables can be cut by anchors, including those dropped from some of the ships that have been disabled in attacks. A drifting ship with its anchor scraping the sea could be the culprit.

“Our team thinks it is plausible that it could have been affected by anchor dragging, due to the amount of marine traffic the region deals with and the low seabed in many parts of the Red Sea,” Seacom said. “This can only be confirmed once the repair ship is on site.”

There are 14 cables now running through the Red Sea, with another six planned, said Stronge, the subsea cable expert.

“We estimate that over 90% of communications between Europe and Asia traverse submarine cables in the Red Sea,” he said. “Fortunately, telecom operators have built a high degree of redundancy into the system — there are many cables traversing the Red Sea.”

The Houthis later warned any cable-laying ship entering Yemeni waters needed a permit from the rebels “out of concern for its safety.”

CAPE TOWN, South Africa, March 5, 2024/ — Africa Finance Corporation’s (www.AfricaFC.org) investee company Dynamic Mining SAS has received the award for Community Engagement at the Responsible Resourcing Awards, held on the sidelines of the recently concluded African Mining Indaba in Cape Town. Now in its third year, the Responsible Resourcing Awards recognises and celebrates initiatives that promote sustainable mining and positive ESG practices. It also spotlights the innovation and dedication of junior miners advancing responsible mining by prioritising environmental protection, community support, and the pursuit of a sustainable and ethical industry future.

At the 2024 ceremony, the keenly contested Community Engagement award bestowed on AFC’s Investee Company, Dynamic Mining, was described by the judging body as identifying “a company enhancing local institutions and empowering people to assert their human rights through innovative initiatives and community engagement in decision-making processes.”

These initiatives have aided corporate sustainability goals and met lenders’ environmental and social due diligence requirements. The successful implementation with zero community-induced work stoppages reflects AFC’s commitment to responsible practices, benefiting both the project and communities.

Press Release: The Ministry of Foreign Affairs of the Republic of #Somaliland has reviewed the Heritage Institute policy brief titled “#Ethiopia’s MoU with Somaliland,” which alleges a threat to Somalia’s sovereignty and regional stability. Our assessment finds the brief to be distorted, laden with political rhetoric akin to that of the Mogadishu government and is aimed at lending academic legitimacy to recent ramblings of Hassan Sh Mahmoud.

Furthermore, the assertion that the MoU may fuel recruitment for Al Shabab lacks conclusive evidence and is speculative. Extremist groups like Al Shabab operate beyond borders, driven by a broader ideological agenda rather than specific territorial disputes. The brief also overlooks the Mogadishu government’s repeated failures in combating Al Shabab effectively.

It is important to recognize that Al Shabab’s emergence stems from conditions of lawlessness, warlordism, and poverty, rather than fueled by animosity towards Ethiopia or neighboring countries. Their continued existence is facilitated by weak administrative institutions within Somalia, which fail to address the fundamental needs of their citizens.

Moreover, successive governments in Mogadishu have become complacent in managing the conflict, prioritizing external donor engagements over domestic responsibilities.

Academic research consistently highlights the correlation between poverty, violence, and the proliferation of organized crime and militancy, undermining claims of a direct link between regional agreements and the resurgence of such groups.

The Ministry of Foreign Affairs reaffirms Somaliland’s sovereignty and independence, achieved through the sacrifices of its people. Despite minimal foreign assistance, Somaliland has effectively governed itself for 33 years and will continue to do so despite Mogadishu’s unfounded claims.

It is imperative for Mogadishu and its intellectuals to recognize the changing dynamics of the world, transcending past animosities and towards mutual economic cooperation and respect.

The historic MoU between Ethiopia and Somaliland signifies a Positive step towards regional stability and prosperity.

Will the Turkey-Somalia defence deal fuel Red Sea tensions?

On 21 February the Somali government ratified a landmark defence pact that Mogadishu signed with Turkey earlier in the month.

The agreement was the culmination of long-term cooperation between the two countries through which Somalia has become a key conduit of Turkish influence in the Horn of Africa.

The region has in recent months become the scene of geopolitical and security tensions that observers warn are on the verge of exploding.

Economic defence pact
Although the text of the Framework Agreement for Defence and Economic Cooperation has not been officially released yet, many sources indicate that it involves Turkey training and equipping Somali naval forces and developing their capabilities.

The agreement also reportedly gives Ankara the authority to guarantee the protection of Somalia’s 3,333 km coastline and its maritime borders from any threat.

The 10-year agreement also stipulates that Turkey will help Somalia benefit from its marine resources.

In return, Ankara will receive 30% of the revenues from Somalia’s exclusive economic zone and the agreement is expected to pave the way for Turkish companies to invest in areas such as gas and oil exploration and tourism.

Tunç Demirtaş, an Assistant Professor of International Relations at Mersin University, told The New Arab that the security components of the deal will aid with Somalia’s economic growth.

One such area includes illegal and irregular fishing off the coast, as well as piracy, which costs the Somali economy at least $500 million annually.

Demirtaş explained to TNA that Somalia’s naval forces and coast guard, which Turkey will support in building, will have the ability to be a deterrent against security and economic threats in Somalia.

A multidimensional Turkish presence
Following the ratification of the agreement, Somali President Hassan Sheikh Mohamud stated that Turkey is “the only country that has expressed its willingness to help Somalia protect its territorial waters, exploit its resources, and rehabilitate the Somali navy”.

Adam Hussein, a senior politics advisor in the Somali Ministry of Interior, told TNA that Somali motivations for the deal relate to Turkey’s proven ability to implement its pledges and its close relationship with Mogadishu, which Ankara is “serious about its partnership with”.

The historic visit to Somalia of then-Turkish Prime Minister Recep Tayyip Erdogan in 2011 represented a cornerstone in relations between the two countries, which have since witnessed steady growth and seen Ankara become an indispensable partner.

According to the Turkish Ministry of Foreign Affairs, Ankara has provided more than $1 billion in aid to Somalia since 2011 for a variety of projects in the health and education sectors, municipal services, and infrastructure projects.

Turkish companies are also active in Somalia and manage the seaport and international airport of the Somali capital.

In the security field, Mogadishu hosts the largest Turkish military base abroad, which forms a complex that includes a military base and a military college for training Somali soldiers, with over 10,000 soldiers having graduated since its opening in 2007.

A volatile geopolitical context
In recent months, the Horn of Africa and the southern Red Sea region have become the scene of a series of tensions that have led to international concern that the situation there could spiral out of control.

The signing of the Turkish-Somali agreement came five weeks after the announcement of a memorandum of understanding between Ethiopia and Somaliland, which will give landlocked Ethiopia access to the Red Sea in exchange for Addis Ababa’s recognition of the self-declared republic.

The memorandum sparked widespread anger in Mogadishu which considered it an infringement on its sovereignty and has led a diplomatic campaign to prevent it from becoming officialised and entering into force.

Relations between Asmara and Addis Ababa are now at their worst since 2018 as landlocked Ethiopia’s claims to a sovereign seaport on the Red Sea have led Eritrea to mobilise its forces on the southern front for fear of a possible Ethiopian invasion.

This is all taking place against the backdrop of Israel’s war on Gaza and the Houthis targeting of shipping containers in the Bab el-Mandeb strait.

The US and Britain have launched military strikes on Yemen in response, dramatically raising the level of tensions in the region.

Geopolitically, Tunç Demirtaş believes that the Somali-Turkish agreement cannot be separated from a similar deal signed with Djibouti last month, which included cooperation in the field of military training, military financial cooperation, and a protocol for implementing cash.

The possibility of Turkey becoming an active security actor in the Gulf of Aden is not only a source of concern for various regional actors but is also likely to be viewed as a threat and danger, Demirtaş added.

Many observers believe that military and security cooperation in these agreements will increase Turkey’s influence in waterways that are extremely sensitive to international trade.

Somali political analyst Mahmoud Farah believes that some countries view the Turkish role in Somalia with suspicion.

He explained that Somalia has turned into an arena of intense competition between Ankara and Abu Dhabi over the past decade, as the UAE has great influence in the state of Somaliland.

There are indications that Abu Dhabi also supports the memorandum of understanding that Somaliland concluded with Ethiopia, a country where the UAE has large economic and political investments.

Within this context, Farah believes that the Turkish-Somali defence agreement will strengthen Mogadishu’s hand in its dispute with Addis Ababa.

Ankara and Addis Ababa still maintain robust relations, however, according to Demirtaş, explaining that Turkey has the second-highest number of investments in Ethiopia after China.

As a result, the agreement with Somalia should not necessarily be viewed as a direct response to the Ethiopia-Somaliland MOU, he added.
