ABIDJAN, Ivory Coast, March 8, 2024/ โ€” President of the African Development Bank Group (www.AfDB.org) Dr. Akinwumi Adesina has appealed to leaders in Nigeria and across Africa to make poverty history as he outlined a compelling case for welfarist policies and people-centred development.

โ€œGiven the high levels of poverty in Africa, and Nigeria, what is needed are welfarist policies that exponentially expand opportunities for all, reduce inequalities, improve the quality of life of people,โ€ Adesina said as he received the prestigious Awolowo prize for leadership at a colourful ceremony in Lagos on Wednesday.

Africaโ€™s present and former presidents were among hundreds of guests who attended the award ceremony where Adesina delivered the Awolowo Foundationโ€™s annual lecture on โ€˜Making a New Nigeria: Welfarist Policies and People-Centred Development.โ€™

Among visiting Presidents were Azali Assoumani of the Union of the Comoros; Samia Suluhu Hassan of the United Republic of Tanzania and Sahle-Work Zewde of the Federal Democratic Republic of Ethiopia. The Prime Minister of Togo Victoire Tomegah Dogbe represented her countryโ€™s President Faure Gnassingbe.

Leaders from across Nigeria included Vice President Kashim Shettima who represented President Bola Tinubu, former Presidents Goodluck Ebele Jonathan, Olusegun Obasanjo and Yakubu Gowon and Ghanaโ€™s former president John Dramani Mahama. Also attending were 19 State Governors and royal fathers including the Emir of Bichi Alhaji Nasiru Ado Bayero, the Obi of Onitsha Igwe Nnaemeka Alfred Achebe, the Ooni of Ife Oba Adeyeye Enitan Ogunwusi, the Olu of Warri Ogiame Atuwatse III and the Igwe of Orlu Dr. Patrick Acholonu. The event was moderated by Dr. Victor Oladokun, Senior Advisor for Communication and Stakeholder Relations to the President of the African Development Bank.

In his lecture, Adesina identified five critical areas that Nigerian and African leaders need to focus on to transform their economies and peopleโ€™s lives: The transformation of the rural economy and food security, health security for all, education for all, affordable housing for all and government accountability and fiscal decentralisation for a true federalism.

Transforming rural economies, ensure food security for all

Adesina said a better Africa must start with transforming rural economies, โ€œthat is because some 70% of the population lives there. Rural poverty is extremely high. At the heart of transforming rural economies is agriculture, the main source of livelihoods.โ€

โ€œWhen rural economies falter, nations falter,โ€ Adesina warned, โ€œthis leads to the spread of anarchy and terrorists who take advantage of the economic misery to entrench themselves.โ€

He highlighted how the African Development Bank Group is supporting a farm revolution at scale across the continent. โ€œWe have invested over $8.5 billion in agriculture in the past seven years which has impacted 250 million people.โ€

โ€œThe African Development Bank and development partners are providing $1.4 billion for the development of 25 Special Agro-Industrial Processing Zones in eleven countries,โ€ he said.

In Nigeria alone, the Bank is developing these zones in eight of the countryโ€™s 36 states with $518 million. Another $1 billion will go into the second phase of the program which will cover 23 more states.

Health care for all

โ€œNigeria needs health care for all,โ€ said Adesina, โ€œsmart governments provide universal basic health coverage for their citizens.โ€

He spoke about how sicknesses and diseases cost Africa $2.6 trillion in lost productivity.

Adesina also recounted how the Covid-19 pandemic caught Africa unprepared, unprotected and left at the bottom of the ladder when it came to the distribution of vaccines.

He explained the various initiatives the Bank Group introduced to address Africaโ€™s health needs including a $10 billion facility to support countries to cope with the pandemic; a $3 billion program to revamp Africaโ€™s pharmaceutical industries and the recent launch of the African Pharmaceutical Technology Foundation to support access to proprietary technologies from global pharmaceutical companies.

Calling on Nigeria to secure the health of all its population, Adesina said, โ€œThis will require ensuring that no citizen travels more than a few kilometers to find a health care center. The widespread use of mobile health centers, e-health facilities, the digitalization of health systems, especially in all primary health care centers, health insurance policies for all, including innovative micro-health insurance pay-as-you-go systems, will capture the bulk of the population that is in the informal sector.โ€

Education for all

Adesina wants Nigeria to provide education for all. According to the United Nations Childrenโ€™s Education Fund (UNICEF), Nigeria accounts for 15% of the total population of out-of-school children which includes over 10.2 million at the primary school level and 8.1 million at the Junior Secondary School.

โ€œThis is not a gold medal Nigeria should be proud of wearing,โ€ he said and expressed concern about โ€œthe poor funding of universities, lack of basic infrastructure, poor incentives for lecturers and incessant strikes due to wage disputes, have almost crippled the university system.โ€

Adesina gave an example of the Bank Groupโ€™s investment of $614 million in Nigeriaโ€™s IDICE program to support the development of digital and creative enterprises. The program is expected to create 6.3 million jobs and add an estimated $6.4 billion to the economy of Nigeria.

Housing for all

Adesina told guests that welfarist policies are urgently needed to ensure all Nigerians have access to basic and affordable housing. He noted that according to data by the UN Habitat, 49 percent of Nigeriaโ€™s population which is equivalent to 102 million people, live in slums.

He said what people need is decent housing and not upgrading of slums. โ€œThere is nothing like a 5-star slum. A slum is a slum.โ€

Government accountability and fiscal decentralisation for a true federalism

The Bank Group president said, โ€œCitizenโ€™s accountability forums are needed for the people to have a say in how their nationโ€™s resources are being used and how their governments are performing.โ€

To enhance transparency and accountability of governments to the people, the African Development Bank is developing a public service delivery index, which will rate governments on the quality-of-service delivery for citizens.

โ€œIf people pay taxes, governments must deliver services,โ€ said Adesina.

According to the African Development Bankโ€™s recently published Africaโ€™s Macroeconomic Performance and Outlook, Nigeria is currently experiencing slow growth. The end of the countryโ€™s fuel subsidy regime and measures to unify the exchange rate have contributed to rapidly rising living and import costs, which have weighed on domestic demand and production, as well as investment, leading to an economic slowdown.

โ€œTo get out of the economic quagmire, there is a compelling need for the restructuring of Nigeria. Restructuring should not be driven by political expediency, but economic and financial viability,โ€ said Bank Group president.

He said for Nigeria to succeed with much needed welfarist and people-centered policies, it is necessary to change the governance system to decentralize greater autonomy to the states.

Saying it was time to pave way for a new Nigeria, Adesina said, โ€œInstead of a Federal Government of Nigeria, we could think of the United States of Nigeria.โ€

The award which promotes the legacy and democratic ideals of the late Nigerian nationalist and federalist leader Chief Obafemi Awolowo, also โ€œrecognises and celebrates excellence in leadership.โ€

African leaders recognised the African Development Bank for its transformative impact on the continent under Adesinaโ€™s leadership.

Tanzanian President Samia Suluhu Hassan, who chaired the 2023 Obafemi Awolowo Prize for Leadership Award ceremony, described Adesina as a dynamic and visionary leader.

โ€œHe has a rare ability to turn vision into concrete transformational solutions that impact the lives of millions of people across Africa. Tanzania is one of many African states that have greatly benefited from his dynamic and astute leadership,โ€ she said.

โ€œThrough his leadership and support, we have been able to raise $3.8 billion to support the construction of the regional standard gauge railway that will connect Tanzania to the Democratic Republic of Congo and the Republic of Burundi.โ€

President Azali Assoumani of the Comoros said, โ€œDr. Adesina has an incredible ability to bring leaders together to engage and commit to initiatives that are transforming Africa every day. A great visionary, innovative, and pragmatic, Dr. Adesina has masterfully led transformative initiatives at the African Development Bank.โ€

In a message read by Vice President Kashim Shettima, Nigeriaโ€™s President Asiwaju Bola Ahmed Tinubu said Adesinaโ€™s ability to navigate the complexities of his role at the African Development Bank demonstrates his competence and resilience in the face of challenges.

โ€œToday, we gather to honour a man who has carved his path in one of the most challenging offices to leadโ€”Dr. Akinwumi Adesina,โ€ he added.

Ethiopiaโ€™s Sahle-Work Zewde highlighted how the African Development Bank has become a huge brand in her country and a long-standing, trusted partner of her countryโ€™s development.

โ€œSince Dr. Adesina took the presidency of the bank, the African Development Bank has provided us with access to heat-tolerant wheat varieties. Ethiopia, despite the many challenges, has become a lead producer of wheat, leading to self-sufficiency in only four years,โ€ she said.

โ€œWe need this hope and concrete action to showcase that Africa can become self-sufficient in food,โ€ the Ethiopian president added.

Speaking on behalf of President Gnassingbe of Togo, the countryโ€™s Prime Minister Victoire Tomegah Dogbรฉ pointed to the African Development Bankโ€™s support to help farmers increase their yield. โ€œWith the support of the Bank, Togo has become an exporter of organic soybeans to Europe,โ€ the Prime Minister said and praised Adesina for providing sound leadership that has transformed the Bank into a globally respected institution.

Adesina is the fourth recipient of the Award. Past winners include lawyer Afe Babalola, writer and Nobel Laureate Wole Soyinka, and former South African President Thabo Mbeki.

The Chairman of the Obafemi Awolowo Prize for Leadership Selection Committee, Chief Emeka Anyaoku said the Bank Group president was the unanimous choice of the Foundationโ€™s Selection Committee among many other eminent nominees.

Many global figures sent congratulatory messages to Adesina for the award, including the President of the World Bank Group Ajay Banga, the Managing Director of the International Monetary Fund Kristalina Georgieva, former British Prime Minister Tony Blair; Chief Executive Officer of Agence Franรงaise de Dรฉveloppement Rรฉmy Rioux; Chief Executive Officer of the Global Center on Adaptation Prof. Dr. Patrick Verkooijen, President Emeritus of the World Food Prize Foundation Ambassador Kenneth Quinn and the former UN Secretary-General Ban Ki-moon.

The Chairman of the Obafemi Awolowo Prize for Leadership Foundation, and former President of Nigeria Yakubu Gowon said Adesinaโ€™s โ€œwidely acclaimed achievements as Nigeriaโ€™s Minister of Agriculture and two terms as President of the African Development Bank attest to his desirability as the recipient of the 2023 Obafemi Awolowo Prize for Leadershipโ€.

The Executive Director of the Obafemi Awolowo Foundation, Ambassador Dr. Tokunbo Awolowo-Dosumu, said Adesina, โ€œpossesses the attributes for the award to the highest degreeโ€.

Agriculture, remittances recovery to boost Somaliaโ€™s economy

Supported by continued recovery in agriculture, remittances, and investment, Somalia economic growth in 2024 is expected to improve by around one percent compared to the previous year, according to the International Monetary Fund (IMF).

โ€œReal GDP growth of Somalia is expected to at 3.7 percent in 2024, compared to an estimated 2.8 percent in 2023,โ€ the IMF stated in a statement issued following the visit of its team, led by Laura Jaramillo, conducted discussions with the Somali authorities in Nairobi during February 26 to March 7, 2024.

โ€œLivestock and crop exports are expected to recover following the resumption of rainfall. Remittance inflows are expected to improve in the context of moderating global inflation and an upgrade of the global growth outlook. Foreign direct investment is expected to trend upwards, following US$4.5 billion in debt relief obtained at the Completion Point under the Heavily Indebted Poor Countries (HIPC) Initiative in December 2023.โ€

Inflation is expected to decline to 4.8 percent in 2024 from 6.1 percent in 2023, reflecting better crop yields and lower commodity prices. Near-term risks include climate shocks, security risks in Somalia and the region, and lower global growth,โ€ IMF said.

During the meeting, the IMF team has reached a staff-level agreement on the first review under the Extended Credit Facility (ECF) arrangement. โ€œI am pleased to announce that the Somali authorities and the IMF team have reached a staff-level agreement on policies to complete the first review under the ECF arrangement approved in December 2023 for total access of SDR 75 million (about $100 million). The agreement is subject to approval by the IMFโ€™s Executive Board. Board approval would enable access to SDR 7.5 million (about $10 million), bringing total disbursements under the arrangement to about $50 million,โ€ said Ms. Jaramillo, in the statement.

DP World has launched a new collaboration with Barefoot College International (BCI), aimed at empowering rural women in Somaliland with Solar Mamas initiative.

Through the expansion of the Solar Mamas program, DP World and BCI are committed to providing access to clean energy and economic opportunities for women in underserved communities. Globally, around 1 billion people lack access to electricity, with many development solutions relying on complicated
technologies that are inaccessible to rural populations and difficult to maintain.

Recognizing this challenge, the Solar Mamas initiative works at the grassroots level to empower women with practical skills that transcend language and literacy barriers, enabling them to install and maintain solar power systems in their own villages.

In collaboration with their local communities and BCI, DP World selected 10 women from Berbera and Hargeisa to participate in a 3-month training course at BCIโ€™s training center in Zanzibar. During the program, the women will learn essential skills in solar engineering and entrepreneurship, equipping them with the knowledge and tools needed to start up their own small-scale ventures in their communities.

Of the first cohort, six are from Berbera, where DP World operates the Berbera port and Berbera Economic Zone. Another four come from underprivileged areas of the capital Hargeisa. The Somaliland program builds on the success of the Solar Mamas in Senegal, which saw its first batch of graduates in 2022. The original 19 Solar Mamas from Senegal are now well on their way to transforming their own communities by electrifying 952 homes already.

Daba Cissokho is one of the Senegal programsโ€™ graduates. Hailing from Kedougou in south-eastern Senegal, nearly 750km from the capital, the 42-year-old single mother of three used to run a stand in the local vegetables market to support her extended family. She speaks with pride of her new skills.

โ€œDaba before and after the training is not the same person. I have a profession for which people will reach out to me. I am a solar engineer,โ€ said Daba. โ€œWomen should not be scared to try or explore new things. We have so many options to improve our lives if we tryโ€, added Fatumata Ladji Dialo, another graduate.

Maha AlQattan, Chief Sustainability Officer at DP World, emphasized the companyโ€™s commitment to womenโ€™s
education and empowerment: โ€œOur investment in the Solar Mamas initiative has been a resounding success, and we are thrilled to expand this program into Somaliland. By harnessing the potential of women in solar engineering and entrepreneurship, weโ€™re not just lighting up homes; weโ€™re igniting the engines of community growth and resilience.โ€

Have knowledge about Somaliland and how it regained its lost independence Somaliland people as whole came together and decided their destiny and future as they freed themselves from tyrannical regime of Barre. Every Somalilander has at least have the stories of struggle for independence of this nation. There have been thousands of lives that sacrificed for this freedom and many of them are not even remembered.

The most important thing, is that the Nation remembers and pay homage to these legends that died for the country and freedom of their people. Today, the people of Somaliland are free from horror, genocide and feel the achievement of liberty, equality and dignity for all.

Somaliland is a former British protectorate. It gained independence in 1960 and was recognised as an independent state, however, acting on the desire at the time of Somalis to live in one state. In 1883, during the scramble for Africa, the horn of Africa was divided between several colonial powers. Britian had a treaty of protection with the British Somaliland protectorate, which is the Somaliland of today.

Italy had la Somalia Italian. The Somalia of today. Frence, the Republic of Djibouti of today. A portion of the Somalis inhabited horn was left with Kenya and today is known as northern frontier district of Kenya.

Somaliland became the first fully independent Somali state among the five Somali nations and was immediately recognised by 34 member states of the United Nations among which were the five permanent member of the Security Council. This gave Somaliland the position of becoming the first born or the most senior Somali nation.

The two independent Somali states entered into a voluntary union that was never ratified by the people of the two nations. The union was doomed from the start because the two countries that united had language differences, cultural differences, tribal differences, administrative and educational differences that each had inherited from their respective colonial rulers.

These differences and lack of sharing of power led frictions and disputes which caused the long struggle of Somaliland. This union turned out disastrous for Somaliland as the people found themselves marginalised in the new state.

It just brought to the people of Somaliland a catastrophic oppression, crimes against humanity, nepotism, indiscriminate killings of Somalilanders including women and children. These crimes committed by Barre regime was witnessed and well documented by the United Nations and other international human rights bodies.

In 1969, former dictator of Somalia Siad Barre regime overthrew the government of Somalia in a coup and began a policy of calculated repression of the people of Somaliland.

When the Somali national movement stepped up its armed resistance to Barrโ€™s oppressive regime in Somaliland in the late 1980s.

The armed forces of Somalia bombed Somaliland, completely destroying the capital city of Hargiesa and other major cities killing an estimated 50, 000 people and displaced another 500,000 thousand.

Dictator Barrโ€™s sustained military offensive crippled agriculture production, destroyed nearly all of the regionโ€™s livestock, all business, places of worships, water infrastructure and uprooted almost the entire population of approximately 3 million people.

In 1991, after the fall of Barre regime and the total collapse of Somali republic. Somaliland broke away from the rest of Somalia and this was a time of hope. The peace-loving people of Somaliland established a country built on the principles of freedom and democracy. It had successfully managed to solve its past problems through process of reconciliation and the restoration of confidence in the region.

Today, Somaliland has a credible democratically elected government and is a functioning democratic state. It has its own justice system, constitution, currency, national flag, Military forces, police forces and relatively stable. It had avoided bloodshed and opposed any kind of violence.

Another historic and successful stories of Somaliland is, it had a series of elections that have been declared relatively free and fair by the international observers, on top of these successful stories, it had succeeded to end all its past problems by using its traditional knowledge which helped them effectively in the cause of a achieving a lasting peace and what appears to be a viable system of democracy.

It has been described as An-African success story and heaven of peace and, it has countless achievements. Somaliland meets the established criteria for recognition as a state. It has a permanent population, a defined territory, a functioning government and capacity to enter into relations with other states in the international community.

Its achievements have won widespread praises and its case for recognition has been favourably assessed by the African union commission, the conflict prevention NGO, international crisis group as well as the security and development policy think tank.

Today, what does Somaliland want from the international community? It just wants to have its own basic right to join the family of nations or what you call the international community. As Somaliland nation, itโ€™s totally wrong and against humanity to decide on peopleโ€™s future and destiny on the bases to save guard some other countryโ€™s interest.

Somaliland will no longer be a hostage to Somalia, because it has a right of self-determination, therefore the international community must accept and grant that.

Time to honour the existence of Somaliland. If the world fails to reconsider the recognition of Somaliland, it would be a great discredit to human rights as well as democracy itself.

Finally, Somaliland will join the family of nations once again, so one voice and one target is the vision of Somaliland people. Unity and togetherness is the survival of this young nation and its every citizenโ€™s responsibility to take a great role for the protection of the national unity.

Together, the nation is strong, divided the nation is strong.

Africa: Women to Lead Next Generation of South Sudanese Energy

JUBA, South Sudan, March 5, 2024/ โ€” South Sudan plans to increase oil production to 230,000 barrels per day (bpd) by 2026 and develop a 60,000-bpd refinery to meet domestic demand. โ€œTo enhance the presence of women in leadership positions, it is important that mentorship programs and platforms are prioritized and that women are in places where they have access to opportunities,โ€ stated Triple A Petroleum Founder & CEO, Atong Amos Agook.

Triple A Petroleum, Nilepet and the Ministry of Petroleum all have programs in place to promote knowledge transfer and increase opportunities for women in the industry. As Dr. Labanya Margaret Mathya, DG Administration and Finance at South Sudanโ€™s Ministry of Petroleum, stated during SSOP 2023, โ€œWomen need to be given the space to participate.โ€

While Triple A Petroleum held a mentorship forum in 2023, Nilepet offers programs to connect women to employment and leadership opportunities across the company. โ€œWomen are the backbone of this nation and Nilepet believes that giving women training, work and connecting them to the world is part of the growth of the company,โ€ stated Amb. Martha Nyamal, Deputy CEO/MD at Nilepet.

Similarly, the Ministry of Petroleum offers internship and training opportunities for women in the industry. According to Dr. Mathya, women join these programs โ€œas new entrants, creating diversity, creating new wealth and creating innovation. New challenges need new ideas and innovation. We should look at women as the drivers of the economy. The female gender are the future role players in the sector.โ€

The SSOP conference returns for its seventh edition from June 25-28 in Juba in official partnership with the Ministry of Petroleum. For the first time since the eventโ€™s inception, SSOP has expanded to four days, offering a human-resources driven agenda alongside the South Sudan Mining Forum.
