African Development Bank approves 2016 African Water Facility annual report and 2017 work plan and budget

Abidjan, Cote d’Ivoire, 27 June, 2017 – The Board of Directors of the African Development Bank Group (AfDB) has approved the 2016 Annual report and 2017 Work plan and budget of the African Water Facility (AWF), with particular reference to the use of an amount up to €1.925 million for the administrative budget of AWF out of the Special Water Fund for 2017 activities.
The fund will contribute to meeting the challenges of the activities in 2017, including: Resource mobilization; Operations; Strategic review; Documenting and disseminating results and knowledge emanating from AWF operations. The activities also comprise, Human resources; Enhancing communications, visibility and outreach through greater use of social media tools, and participation in key international water events. The AWF will also continue to fully engage with AMCOW and other development partners to better coordinate and harmonise its activities.
Board members also underscored progress made by the AWF in spite of the funding challenges, urging other facilities facing similar contests to learn from it.
At its Annual meeting in December 2016 in Abidjan, the AWF Governing Council approved the long-term strategy 2017 to 2025. But the Facility continues to face human resources and core funding challenges. Also, the level of funding in the Water Fund has now reached critical levels, with the AWF unable to ensure continuity of operations beyond 2017. However, there is light at the end of the tunnel with pledged funding from Canada and ongoing discussions with Austria, NDF and BMGF to replenish their funding to the AWF Special Fund.
The Vice-President in charge of agriculture, human & social development, Jennifer Blanke, remarked that AWF has achieved a great work in preparing to finance projects and increasing the delivery capacity of implementing agencies in member countries. “The AWF has the framework to increase our delivery capacity in water related operations beyond what we are doing currently. We will need the Bank’s continued financial support to make this leap in the AWF operations,” she said.
For his part, the Bank Group Senior Vice-President, Charles Boamah who chaired the Board meeting expressed support for the idea of cost recovery mechanism being introduced in AWF’s new strategy and recommended closer collaboration with African Legal Resource Facility which has made some progress on the same issue.
It would be recalled that the Annual report provides an account of activities undertaken and results achieved by the Facility for the year under review. The reporting is made against the priorities established in the AWF Strategic Plan 2012-2016 and its Results-Based Logical Framework (RBLF).

McKinsey’s latest report on Africa-China economic partnership challenges previous beliefs

Through a study conducted across eight countries that together make up about two-thirds of Sub-Saharan Africa’s GDP, the report finds that there are already over 10,000 Chinese firms operating in Africa—four times the previous estimate
DALIAN, The People’s Republic of China, June 28, 2017/ — China is Africa’s largest economic partner. Yet it has been a challenge to understand the full extent of the partnership due to a dearth of data. A new report by McKinsey Africa (www.McKinsey.com) finds that its involvement is bigger and more multifaceted than previous studies suggest.

Through a study conducted across eight countries that together make up about two-thirds of Sub-Saharan Africa’s GDP, the report finds that there are already over 10,000 Chinese firms operating in Africa—four times the previous estimate. About 90 percent of these are private firms, of all sizes and operating in diverse sectors, with about a third in manufacturing. These firms are bringing capital investment, management know-how and entreprenuerial energy to the continent, and in so doing, are helping to accelerate the progress of Africa’s economies.

Across trade, investment, infrastructure, financing and aid, China is a top five partner to Africa—no other country matches this level of engagement. The China-Africa relationship has ramped up over the past decade with trade growing at around 20 percent per annum. FDI has grown even faster—at an annual growth rate of 40 percent. China’s financial flows to Africa are 15 percent larger than official figures suggest when nontraditional flows are included. China is also a large and fast-growing source of aid and the largest source of infrastructure financing, supporting many of Africa’s most ambitious infrastructure developments in recent years.

Chinese firms are market-driven and investing for the long-term

Operating across many sectors of the African economy, in addition to manufacturing, a quarter is in services and a fifth in trade and in construction and real estate. Chinese firms already handle 12% of Africa’s industrial production—valued at $500 billion a year in total. In infrastructure, Chinese firms’ dominance is even more pronounced, having cornered nearly 50 percent market share of Africa’s international EPC (engineering, procurement and construction) market. Chinese firms are making healthy profits. Nearly a quarter of the 1000 firms surveyed said they covered their initial investment within a year or less. A third recorded profit margins of over 20 percent. These firms are agile and quick to respond to new opportunities. They are primarily focused on serving the needs of Africa’s fast-growing markets rather than on exports. Chinese firms have made investments that represent a long-term commitment to Africa. Of the Chinese firms surveyed, 74 percent said that they are optimistic about their future in Africa.

Clear benefits, but challenges must be addressed

The report points to three main economic benefits to Africa from Chinese investment and business activity:

Job creation and skills development: Of the 1,000 firms surveyed, 89 percent of the employees are local. The research suggests that Chinese firms employ several million Africans. Nearly two-thirds of Chinese firms provide skills training to their workers.
Transfer of knowledge and new technology: Chinese firms are modernizing African markets by introducing new products and technologies. Some 48 percent introduced a new product or service and 36 percent have introduced a new technology in the last three years.
Financing and development of infrastructure: When asked what they value most from their Chinese partners, for some 50 African public-sector leaders, low-cost financing and improved infrastructure topped the list. They cited Chinese firms’ efficient cost-structures and speedy delivery as major value-adds.
While on balance, China’s burgeoning partnership with Africa is a positive for Africa’s economies, governments and workers, there are areas that need significant improvement:

Local sourcing: By value, only 47 percent of Chinese firms’ sourcing was from local African firms, which is lost opportunity for these firms to benefit from Chinese investment.
Local managers: Too few locals are in managerial positions—only 44 percent today.
Pain points for both sides: Chinese firms cite personal safety and corruption in some countries as their top concerns. For African leaders, language and cultural barriers are pain points. There have been instances of labour and environmental violations by Chinese firms.
Maximising the impact of the partnership

Kartik Jayaram, a senior partner and co-author of the report said, “Chinese engagement with Africa is set to accelerate—by 2025 Chinese firms could be earning revenues worth $440 billion, from $180 billion today. Additional industries could be in play for Chinese investment, including technology, housing, agriculture, financial services and transport and logistics. However, to unlock the full potential of the China-Africa partnership, we have identified 10 recommendations for Chinese and African governments as well as the private sector. To highlight two key ones—African goverments should have a China stragegy and the Chinese government should open financing and provide guidance to Chinese firms.”

Few African countries have a clear strategy and engagement plan for China. Governments shold develop such strategies, linked to national plans and priorities. They should also cultivate capabilities in their bureacracies to support these strategies.
Opening Chinese government financing and providing guidance on responsible business practices to Chinese private sector firms in Africa would accelerate sustainable investment.

In the second term of Obama’s presidency, we witnessed significant changes in the implementation plan of the National Security Strategy (NSS). To implement this document, Britain and the U.S. had agreed to increase the military and security role of England in the Gulf and east of the Suez Canal and accordingly the U.S. has the opportunity to consolidate its influence in Southeast Asia as well. Many articles have been written on this issue by analysts in world’s leading political circles and thinks tanks. In the proceedings and debates of the United States Congress, Pentagon, Foreign Ministry and the CIA officials implicitly pointed out that the Middle East project was handed over to the CIA and the Pentagon became responsible to focus on Southeast Asia.

Analyzing the changes occurred in the British grand strategy, it is clearly visible that unlike its own decision in the 1970s to withdraw from the Suez Canal and the Gulf, Britain in recent years sought to step out of the shadows and to play a more direct role in the Middle East. The implementation of this strategy has been accelerated after Brexit.

Britain’s strategic turning started from 2010 and was officially delivered to the foreign ministers of the six members of the Gulf Cooperation Council (GCC) during a secret meeting on the sideline of the UN General Assembly in 201 4 by Philip Hammond.

Hammond declared his commitment to control Iran and then called for the expansion of his country’s military presence in the Gulf and emphasized the need to set up military contracts for assigning the military bases in the Gulf to Britain. British military agreements with Qatar, Bahrain, Saudi Arabia and the UAE in recent years was in line with this grand strategy. A strategy initiated based on Britain’s agreement with the Pentagon during the administration of President Obama.

This strategy led Theresa May to emphasize the need for solidarity of the Arab states against Iran and Russia in a close session with the Gulf Cooperation Countries in Manama in 07 December 2016. She proposed the following plans: transforming the Gulf Cooperation Council to the Gulf Cooperation Union, launching a joint Gulf police and a joint Gulf naval forces and following the strategic plan to isolate Putin and Russia in the Middle East, particularly Egypt, Syria and Iraq.

Participation of Tony Blair in formulation of Vision 2030 and persuading Riyadh to support Haider al-Abadi to reduce his affiliation to Iran and the participation of England to reform the Muslim Brotherhood and Hamas, and making the support for the Brotherhood by Qatar on condition that the Brotherhood and Hamas discard ideas by Sayyid Qutb show that England’s agreement with the U.S. was that London to become a strategic loyal partner of Washington in the Gulf and therefore President Obama trusted the Great Britain and opened up the space for the presence of London.

From the beginning of his presidency, Trump paid little attention to this strategic agreement with England and made close relations with the Arab leaders of the Gulf. In a season, Trump repeatedly talked and visit the Arab leaders and took the preliminary agreements in financial, military and security fields. On the contrary, the several trips of Theresa May to the Gulf was indirectly a reminder and warning notice or even a sort of England’s warning to Washington which were deliberately ignored by Trump. Trump’s first visit to Saudi Arabia and the gathering of all Arab leaders in Riyadh summit were a gross violation and disregard by Washington for Great Britain as a loyal strategic partner. Trump wanted the entire of Arab petrodollars fully for his own and the U.S. economy and therefore paid no attention to the previous agreements of the former American leaders with the UN and the UK.

Qatar Crisis could be counted as an (indirect) iron fist of the UK in the face of Trump so that he put himself together and become committed to his country’s international agreements. However, it seems that Trump was not sleeping to be waken up in this way. Actually, he is a smart merchant who needs all the revenues from Saudi Arabia and other Arab states ofthe Gulf for the U.S. economy and for this reason he easily seizes the shares of his European allies. It seems that security crises and the probable war between Qatar and Saudi Arabia has no importance for the U.S. as long as the petrodollars earned by Trump are safe and secure.
