New public report to blame Saudi crown prince for 2018 killing of Jamal Khashoggi
The Biden administration will release an intelligence report Thursday that concludes that Saudi Crown Prince Mohammed bin Salman approved the 2018 killing of journalist Jamal Khashoggi, three U.S. officials familiar with the matter said.
The intelligence assessment, based largely on work by the CIA, is not new — NBC News was among the organizations that confirmed it in 2018. But its public release will mark a significant new chapter in the U.S.-Saudi relationship and a clear break by President Joe Biden with former President Donald Trump’s policy of equivocating about the Saudi state’s role in a brutal murder that was widely condemned by members of Congress, journalists and a U.N. investigator.
Reuters first reported on the declassified intelligence summary scheduled for release Thursday.
White House press secretary Jen Psaki told reporters Wednesday that Biden would communicate with the Saudi king, rather than his son the crown prince. She said the declassified report was being prepared for release soon.
It remains to be seen how releasing the report will affect U.S.-Saudi relations. Biden officials have been engaging with the Saudis since they took office, according to the State Department.

Khashoggi, 59, was a Saudi citizen working as a Washington Post columnist when he was lured to the Saudi consulate in Istanbul on Oct. 2, 2018, and killed by a team of intelligence operatives with close ties to the crown prince. His body was dismembered in part with a bone saw, American officials have said, and the remains have never been found.
After first denying the murder, the Saudi government changed course and asserted that Khashoggi was killed by accident as the team sought to forcibly extradite him. The Saudis say that the team acted on its own and that the crown prince was not involved.
Eight men were convicted in a trial that international observers called a farce; five got the death penalty. Their sentences were commuted to 20 years after they were allegedly forgiven by Khashoggi’s relatives.
Agnes Callamard, who investigated the killing for the United Nations, accused Saudi Arabia of a “deliberate, premeditated execution, an extrajudicial killing for which the state of Saudi Arabia is responsible under international human rights law.”
The CIA presented the White House with its assessment in 2018, but it did not appear to change Trump’s friendly relations with Saudi Arabia and with bin Salman in particular.
Trump bragged in 2019 that he had protected bin Salman from congressional scrutiny in recorded interviews with journalist Bob Woodward.
“I saved his ass,” Trump said. “I was able to get Congress to leave him alone. I was able to get them to stop.”
“Do you believe that he did it?” Woodward asked.
“No, he says that he didn’t do it,” Trump replied.
During the 2020 election campaign, Biden promised to make the Saudis “pay the price and make them, in fact, the pariah that they are.”
Biden has ended American support for Saudi Arabia’s war in Yemen, but he has not moved to cut off military aid to an important Middle East ally and counterterrorism partner.
“The president’s intention, as is the intention of this government, is to recalibrate our engagement with Saudi Arabia,” Psaki said Wednesday.

Voting Responsibility For Somaliland Voters
When we intend to elect new legislators, we must be sure to replace bad legislators with good legislators, otherwise we will be like “sitting ducks” just waiting to be devoured by the adversary, the devils within.
The triumph to elect decent, delligent, devoted, dedicated, and degnified parliament always lies in how well people are prepared to ensure that what went wrong in the past would not go wrong again in the future.
In times of legislative elections, what literally leads us (voters) to victory is a shared language that nurtures culture in ways that can become guiding principles that are actionable and achievable. The pathway from culture to conviction marks the beginning of an evolution; a change-making movement that will bring clarity to selfish candidates that should be out and selfless candidates who should be in (those who are naturally cash-oriented and those who are cause-oriented).
But, what if we found the courage to elect those we really liked to elect and electing them didn’t change our whole life? What if those who we elected followed the footprints of those before them and unfortunately things got very much up in the air – inflation remained unchecked, food prices skyrocketed, corruption practices continued to lead from one avenue to another avenue as before, state policies continued to remain under the control of one man’s outlook, unemployment increased and so on and so for?
It means that the battle we fought and won won’t get us there, where we wanted to reach, simply because something was wrong in the ways we, the voters, picked candidates. It means that voters have no concept of who the candidates they elected are as a people. It means voters have no clear idea of what the criteria to judge a candidate is exactly all about and could not understand by definition what a legislator is? It boils down to the fact that voters are just a bunch of scared people in kraals who voted for the candidates that are endorsed by few ignorant tribal elders, whose eyes are always glued to a candidate’s ledger account.
Accepting responsibility for choosing your representative (legislator) starts with the understanding of what a representative is. How a representative can be picked? What is the criteria to judge or choose a representative? What is a representative’s first obligatory job? Why the representative wants to be a representative, to figure out the candidate’s motivational element? What does electing a representative mean to a voter? Could the contending candidates be accountable to their constituents, and how this accountability could possibly be lawful? Is the contesting candidate actually a figure of his/her own word, who can deliver what he/she has promised in the campaign trail? Has the running candidate ever played a credible or even a recognizable role in any developing program for the country or the county of his/her own constituents? Are Somaliland people (voters) actually aware of what elections mean to them?
A representative is a lawmaker or a legislator whose first national/social responsibility is to make and pass state laws. A representative (lawmaker) can be picked by two ways: the position he/she takes on pressing issues and what change-making opportunities a candidate would contribute to his/her own constituents or to the entire nation as a whole. Why both ways are important?
Both ways are important because looking at the candidates’ background, their abilities and experiences is one of the most decisive factors in choosing one candidate over another. How well prepared are they for the job is also another important quality to pick the best candidate.
Elections always decide who makes the calls on issues people care about, and this is the reason why the public should periodically elect representatives who craft policies for the country. Every policy that impacts people is decided by representatives who are supposed to be answerable to their constituents.
A voter’s selection to vote for a candidate does not depend on what they are hearing from the candidates. Telling the voters more of the same will not change their mind. The only thing that can trigger a voter’s choice to pick a reputable and rigoorous cadidate is a combination of the sum results of a cadidate’s character.
Fake promises, hyperbolic claims, pretension, and slogans, are often all that crap which every candidate could easily come up with in campaign trails, and voters must not take for granted.
The real reward for the voter is a margin of assurance of how he/she could get the accurate evaluation and authentic information he/she requires to cast his/her vote with confidence.
Having said that, here is the big question: Do Somaliland voters basically believe their vote will make a difference?
Looking back, elections in Somaliland have been potential disappointments, if not total disasters. On practical level, democratically elected presidents and parliament members have thematically failed to live up to the demands of democracy, leave alone that they have even tried to cherish its basic principles. Corruption has flourished on unprecedented scale, instead of seeing corruption and injustice being diminshed. All elected politicians and unelected powerful public institutions like the Guurti have failed to build public trust, a vital prerequisite for a functioning democracy.
It is a must to know a candidate’s integrity and ability as a representative who could succeed to fulfill in what those before him/her failed to accomplish. But common sense suggests that there is no way to know what a candidate might hide in his/her heart of hearts?
When do we pretend? When we can make it real? We like pretending to be someone else, but the truth is that we can’t change what we are and who we are as a people. As the old gag goes to say, “The song is not the song that is being sung. The real song is the character of candidate that pretends to be someone that he/she is not”. How voters will deal with this character with dual faces is a another debate for another day.

UN forum unveils the wonders of artificial intelligence and other Science, Technology and Innovations for Africa
The African Artificial Intelligence Research Centre is being designed to improve the current landscape of Artificial Intelligence research in Congo and in Africa
BRAZZAVILLE, Congo (Republic of the), February 26, 2021/ — Africa could expand its economy by a staggering $1.5 trillion dollars, by capturing just 10% of the speedily growing artificial intelligence (AI) market, set to reach $15.7 trillion by 2030.
Vera Songwe, UN Under-Secretary-General and Executive Secretary of the Economic Commission for Africa (ECA), made the argument Thursday.
She was addressing several ministers and other participants at the third Africa Regional Science, Technology and Innovation Forum (ARSTI2021), through the Director of the Technology, Climate Change and Natural Resource Development Division of ECA, Jean Paul Adam.
“AI growth can help in creating additional high value and decent jobs, diminish poverty, increase the productivity of firms, preserve the environment and foster better living conditions,” she added.
“Research has shown that AI has the potential to solve some of the most pressing challenges facing Africa and drive sustainable development in agriculture, health, infrastructure, financial and public services and climate change,” Songwe maintained.
ECA’s Executive Secretary said the Republic of Congo, which is hosting the Forum in situ in Brazzaville and online, finds itself in a special subregion, blessed with natural capital, such as huge forests. However, these forests have been disproportionately depleted, in comparison to those of other parts of the world, partly due to climate change. Artificial intelligence, she argued, could enhance already existing technologies which have been used to tackle COVID-19, to solve such climate change problems.
The imminent creation of an African Artificial Intelligence Research Centre in Brazzaville, Congo, with support from ECA, could give momentum to this new movement in Africa.
Léon Juste Ibombo, Congo’s Minister of Posts, Telecommunications and Digital Economy, praised ECA for its background work towards establishing the Centre, which, he said, “demonstrates Africa is innovative and uninhibited.”
The Centre is being designed to improve the current landscape of Artificial Intelligence research in Congo and in Africa in general, to orient the use of AI to foster economic and social development, while promoting close collaboration between academia and the industrial sector in AI and robotics across Africa.
According to Shamila Nair-Bedouelle, UNESCO’s Assistant Director-General for Natural Sciences, it is such investments and strong partnerships for capacity building in science, technology and innovation which would accelerate the implementation of the Sustainable Development Goals (SDGs) in Africa.
“Innovation cannot be decreed; it is planned and designed!” enthused Arlette Soudan-Nonault, Minister of Tourism and Environment of the Congo.
“Africa therefore has no excuse to be absent from the big rendezvous of innovation, which defines the 21st century,” she warned, adding that university dons, economists and, industrialists must come together to lead today’s leaners into this exciting world.
In such a world, “the STI that we teach will determine what our continent will become,” echoed – Amon Murwira, Minister of Higher and Tertiary Education, Innovation, Science and Technology Development, Zimbabwe.
“Our industry must emerge from our classrooms and laboratories,” supported by the correct educational system design and framework which no longer teaches students about “where they get things but how to make things,” he insisted, as he cited his country’s ‘Education 5.0’ philosophy. The philosophy is sequenced on (i) teaching, (ii) research, (iii) community outreach, (iv) innovation and (v) industrialisation.
It is therefore up to Africa to take up this challenge of rapidly improving investments and attention to STIs, hinged upon its endowments in nature and biodiversity – “our surest guarantee” – said Parfait Aimé Coussoud Mavoungou, Minister of Scientific Research and Technological Innovation of Congo, and incoming Chair of the Forum.
ARSTI2021 features several debates and breakout sessions to follow-up and review of progress made since the first two sessions of 2109 and 2020.
It has also featured an innovation bootcamp for young Africans, both in person in Brazzaville and connecting from across the continent and affording them an opportunity to develop projects using skills they have learnt in relation to robotics and AI, as well as access to 3D printing technologies.
By the time the Forum rounds off on Friday, it would have identified potential mechanisms and measures that African countries could deploy to leverage STIs for achieving the Sustainable Development Goals and the Aspirations of Agenda 2063.
